AKSES PENDIDIKAN DASAR UNTUK ANAK KELUARGA MISKIN DI KECAMATAN SAPTOSARI, KABUPATEN GUNUNGKIDUL

Pendidikan merupakan salah satu modal dalam meningkatkan sumberdaya manusia. Dengan pendidikan yang baik, maka seorang anak dapat menjadi sumberdaya manusia yang berkualitas dan dapat menghasilkan ekonomi yang cukup atau bahkan lebih sehingga membawa ia dan keluarganya keluar dari rantai kemiskinan. Tujuan dari penelitian ini adalah (1) mengeksplorasi terkait peran pemerintah terhadap akses pendidikan dasar anak keluarga miskin, (2) mengeksplorasi terkait peran orangtua terhadap akses pendidikan dasar anak keluarga miskin, (3) mengeksplorasi akses pendidikan dasar bagi anak keluarga miskin di Kecamatan Saptosari, Kabupaten Gunungkidul. Penelitian ini merupakan penelitian kualitatif dengan pencakupan data utama yaitu wawancara mendalam dan observasi terhadap orangtua atau wali anak keluarga miskin dan perwakilan dari pihak pemerintah di Kecamatan Saptosari. Analisis data yang digunakan adalah analisis deskriptif kualitatif. Analisis SWOT (Strengh, Weakness, Opportunity, and Treat) juga digunakan untuk menemukenali strategi peningkatan akses pendidikan dasar di Kecamatan Saptosari, Gunungkidul. Hasil penelitian menunjukan bahwa (1) akses pendidikan dasar bagi anak keluarga miskin telah berkembang di Kecamatan Saptosari. Akses ini dipenuhi oleh orangtua maupun pemerintah, faktor seperti faktor ekonomi, geografis, motivasi, lingkungan, dan budaya menjadi dukungan dan hambatan bagi penyelenggaraan pendidikan dasar di Kecamatan Saptosari, (2) Pihak pemerintah telah memberikan dukungan untuk meningkatkan akses pendidikan melalui pemberian fasilitas pendidikan seperti sarana pendidikan dan bantuan dana pendidikan berupa bantuan pembiayaan pendidikan khususnya bagi murid miskin, dan (3) orangtua keluarga miskin di Kecamatan Saptosari telah memberikan dukungan untuk akses pendidikan dasar anak berupa dukungan ekonomi dan motivasi. Meski begitu dalam praktiknya masih banyak hambatan bagi penyelenggaraan pendidikan di Kecamatan Saptosari. Terdapat beberapa isu pokok yang harusnya menjadi fokus perhatian untuk Kecamatan Saptosari meningkatkan akses pendidikan untuk anak keluarga miskin. Keluarga miskin harus lebih diperhatikan karena mereka rentan akan tidak terpenuhinya hak atas pendidikan.

Education is one of the capital in improving human resources. With a good education, then the child can become qualified human resources and can produce sufficient economic or even more so to bring him and his family out of the cycle of poverty. The purpose of this study were (1) to explore related to the role of government on access to basic education of children of poor families, (2) explore relevant to the role of parents to access to basic education of children of poor families, (3) explore the access to basic education for children from poor families in the District Saptosari, Gunung Kidul Regency. This study is a qualitative research with the inclusion of key data that is in-depth interviews and observations of the parents or guardians of children from poor families and representatives of the government in the District Saptosari. Analysis of the data used is descriptive qualitative analysis. SWOT Analysis (Strengh, Weakness, Opportunity, and Treat) as well used to identify strategies for improving access to basic education in Sub Saptosari, Gunung Kidul. The results showed that (1) access to basic education for children from poor families has grown in the District Saptosari. This access is met by the parents nor the government, factors such as economic, geographic, motivation, environment, and culture into support and resistance for the provision of basic education in the District Saptosari, (2) The government has given support to improve access to education through the provision of educational facilities such educational facilities and educational aid in the form of financial aid in education, especially for poor students, and (3) the parents of poor families in the District Saptosari has provided support for the child's access to basic education in the form of economic support and motivation. However, in practice there are still many barriers to the provision of education in the District Saptosari. There are several key issues that should be the focus of attention for the District Saptosari improve access to education for children from poor families. Poor families should be considered because they are vulnerable to non-fulfillment of the right to education.
