EVALUASI EFEKTIVITAS INTEGRASI SISTEM INFORMASI MANAJEMEN KEUANGAN DAN SISTEM INFORMASI KEPEGAWAIAN (Studi Kasus pada Universitas Gadjah Mada Yogyakarta)

Sistem pembayaran gaji dan nongaji bagi karyawan dan dosen di unit kerja di UGM sebelumnya masih kurang efektif dan efisien yang terbukti dengan banyaknya kesalahan pembayaran. Ditkeu dan DSDM pun akhirnya mengembangkan sistem yang terintegrasi dari SIMKEU dan HRIS, yaitu payroll system, untuk meminimalisir risiko salah bayar. Namun, ternyata sistem ini masih mengalami kendala dalam pengoperasiannya, seperti server yang mengalami crowded, sehingga cenderung mempengaruhi kepuasan penggunanya. Maka dari itu, perlu adanya penelitian bertujuan untuk menilai efektivitas integrasi sistem dan mengevaluasi faktor-faktor yang mempengaruhi untuk pengembangan sistem ke depannya. Lingkup penelitian ialah unit-unit kerja di UGM. Penghimpunan data awal melalui observasi sistem dan wawancara dengan pihak terkait, baik teknisi maupun atasannya. Setelah itu, peneliti menyebarkan kuesioner kepada para pengguna sistem. Hasil penelitian menunjukkan bahwa kualitas informasi, kualitas layanan, budaya organisasi, dan sikap yang positif sebagai variabel independen berpengaruh positif terhadap kepuasan pengguna sebagai variabel dependen. Namun, variabel kualitas sistem tidak berpengaruh positif terhadap kepuasan pengguna yang menjadi penentu efektivitas sistem ini.

The payment system of salary and nonsalary for employees and lecturers in the working units in UGM had previously been less effective and efficient that has been shown to the payment problems. Ditkeu and DSDM UGM was finally develop an integrated system of SIMKEU and HRIS, namely payroll system, in order to minimize the risk of those problems. But, it turns out that this system is still facing obstacles to operate, as the server that crowded, so that it tends to affect the end user satisfaction. Therefore, it is necessary to have a research aims to assess the effectiveness of systems integration and evaluate the factors that affects to system development in the future. The scope of research is working units at UGM. Researcher obtains the preliminary data through observation system and conducts interview with related parties: technician and top management. Researcher uses questionnaire to obtain data from the users. The research result shows that the quality of information, the quality of services, culture organization, and positive attitude as the independent variable have a positive impact on satisfaction users as dependent variable. But, the quality of system does not have a positive impact on satisfaction users which determined the effectiveness of system.
