Tesis ini membahas mengenai peran Provedoria dos Direitos Humanos e Justica/Ombusdman untuk Hak Asasi Manusia dan Keadilan membantu negara dalam pemenuhan, proteksi, penegakan dan menciptakan kesadaran masyarakat dan aparat publik akan pentingnya menghormati serta mempraktek nilai-nilai HAM yang diaktualisasikan bagi kehidupan bernegara. Penelitian ini, dalam menjawab pertanyaan terseb ut, difokuskan pada aktivitas PDHJ dalam pelayanan publik seperti; sosialisasi, pelatihan, seminar, workshop, menyampaikan petisi, pemantauan, advokasi, penelitian dan penyelidikan kepada aparat - aparat publik dan lembaga-lembaga pemerintah dan negara, demi mengatasi semua bentuk pelanggaran HAM yang terjadi di TL, selama periode 2009-2014. Penelitian tesis ini menggunakan metode kualitatif. Penelitian ini menghasilkan beberapa gagasan terkait, bagaimana seharusnya negara bertanggung jawab dalam perlindungan hak-hak korban yang dilakukan oleh otoritas publik. Penelitian tesis ini, PDHJ membangun jalur diplomasi dengan pemerintah, dengan LSM, Organisasi dunia internasional, aktivis, think tank, dan media berkaitan promosi, perlindungan dan pemenuhan HAM. Kesimpulan atas tesis ini, adalah membangun jalur preventif, penguatan lembaga PDHJ dengan memperbaiki kekurangan-kekurangnya. Dalam upaya menambah pegawai-pegawai yang integritas dan profesional untuk mengisi kekosongan di Divisi HAM, terutama di bidang i nvestigasi, promosi dan pendidikan, monitoring dan advokasi, guna mengampu kerja-kerja pengungkapan pelanggaran HAM, untuk pencegahan, dan mempromosikan dalam mengekspos rekomendasi ke publik, demi memperkuat fungsi dan kewenangan PDHJ.

The present thesis discusses the role of Provedoria dos Direitos Humanos e Justica/Ombusdman for Human Rights and Justice in assisting the nation in the fulfillment, protection, enforcement, and to create community awareness and public officials based on the importance of respect and practices of human rights value, which is actualized for the nation life. This research, in the effort if answering these questions, is focused on PDHJ activities in publ ic services, such as dissemination, training, seminars, workshops, delivering petitions, monitoring, advocacy, research and investigation to public officers and government institution and the state, in order to handle all forms of human rights violations o ccurred in TL, within the period of 2009-2014. The research of the thesis employed qualitative methods. It produced a number of related ideas; how the state should be responsible for the protection of the victim rights done by public authorities. In this thesis, PDHJ built diplomatic channels with the government, NGOs, international organizations, activists, think tank, and the media related to the promotion, protection and fulfillment of human rights. The conclusion in this thesis is to build preventive lines and the strengthening of PDHJ institutions by improving its weaknesses. These are the efforts to replenish employees having integrity and professional ism in order to fill the vacancy in Human Rights Division, especially in the areas of investigation, promotion and education, monitoring and advocacy; to support the disclosure works of human rights violation; to prevent; and to promote recommendation exposure to the public for strengthening the authority and functions of PDHJ.
