MEMISKINKAN DIRI SENDIRI STUDI MANIPULASI SIMBOLIK PADA PEMEGANG KARTU MENUJU SEJAHTERA (KMS) DI KELURAHAN BRONTOKUSUMAN

Pemerintah Kota Yogyakarta telah memperhatikan masalah pengentasan kemiskinan. Sekian dari banyak program tersebut adalah Kartu Menuju Sejahetra (KMS). Pemilik KMS memperoleh fasilitas khusus di bidang pendidikan dan kesehatan. Kedua bidang tersebut diutamakan oleh Pemkot Yogyakarta untuk meningkatkan kualitas sumber daya manusia kelompok miskin. Program Kartu Menuju Sejahtera ditujukkan kepada kelompok miskin. Fasilitas yang diberikan kepada pemilik KMS terkait pendidikan dan kesehatan membuat masyarakat Brontokusuman selalu ingin memiliki kartu tersebut. Mereka mengaku miskin karena pendapatan yang dirasa masih kurang. Beban memiliki anak usia sekolah dijadikan alasan lain karena biaya menyekolahkan anak dianggap tidak sedikit. Dalam penelitian ini ingin melihat bagaimana pemegang KMS mengidentifikasi diri mereka sebagai kelompok miskin. Masalah yang kerap terjadi adalah terjadinya penerima KMS yang salah sasaran. Seringkali kelompok yang mampu mengusulkan kepemilikan KMS. Masalah lain adalah angka kemiskinan yang akan selalu ada, karena menjadi miskin akan memberikan hak khusus kepada mereka. Melalui penelitian ini penulis ingin melihat bagaimana praktik keseharian dari kelompok miskin. Adanya paradoks antara pemeritah kota yang ingin menurunkan angka kemiskinan tetapi banyak warga yang ingin menjadi kelompok miskin agar mendapatkan bantuan. Brontokusuman dipilih karena bagian dari Kecamatan Mergangsan yang merupakan daerah tertinggi yang menerima KMS pada tahun 2016. Masyarakat yang dijadikan objek pengentasan kemiskinan merespon program KMS sebagai bentuk adaptasi dari tekanan pengurangan angka kemiskinan oleh Pemkot Yogyakarta. Masyarakat Brontokusuman menjadikan kepemilikan KMS sebagai kapital mereka untuk menjalani kehidupan sehari-hari. Dalam praktik kesehariannya masyarakat Brontokusuman yang ingin mendapatkan atau yang telah mendapatkan melakukan proses manipulasi bagaimana mereka mengolah apa yang mereka miliki agar mereka dapat bertahan dalam arena kehidupan. Penilaian tetangga pemilik KMS tak hanya merasa iba karena tetangga mereka memang membutuhkan bantuan. Ada pula pemilik KMS yang menurut tetangganya tidak pantas untuk mendapatkan KMS.

Both of these fields prioritized by the municipal government of Yogyakarta to improve the quality of human resources of the poor. Towards Card Program Sejahtera ditujukkan to the poor. Facilities provided to the owner of KMS related to education and health makes people Brontokusuman always want to have the card. They claimed poor because of revenue it is still lacking. Expenses have school age children used as another reason for the cost of sending children to school is considered not small. In this study wanted to see how the KMS holders identify themselves as being poor. The problem that often occurs is the recipient of misdirected KMS. Often groups are able to propose KMS ownership. Another problem is poverty that will always be there, because being poor would give special rights to them. Through this study the authors wanted to see how the daily practices of the poor. The paradox between the city government wants to reduce poverty, but many people who want to be poor in order to get help. Brontokusuman selected as part of the District Mergangsan which is the highest area that receives KMS in 2016. Society as object KMS program responds to poverty alleviation as an adaption of pressure reduction of poverty by the municipal government of Yogyakarta. Brontokusuman the ownership society as a KMS their capital to live our daily lives. In everyday practice Brontokusuman people who want to get or who have obtained the process of manipulation of how they cultivate what they have so that they can survive in the arena of life. Rate neighbors KMS owner not only feel compassion for their neighbors is in need of help. There is also the owner of KMS that according to his neighbors do not deserve to get KMS.
