PARTISIPASI MASYARAKAT DALAM PROYEK PENGADAAN SARANA AIR BERSIH DI DUSUN BANJAR KECAMATAN TEPUS KABUPATEN GUNUNGKIDUL YOGYAKARTA

Latar belakang : Partisipasi aktif dari masyarakat dapat mempercepat tercapainya tujuan pembangunan yang tepat sasaran serta menjadi kunci utama dari keberhasilan pembangunan. Kerjasama dan koordinasi serta sinergitas dapat tercipta antara masyarakat dengan pemerintah secara baik, dengan melihat apakah masyarakat telah memiliki kemampuan berperan aktif dalam sebuah pembangunan, karena kemampuan berperan aktif merupakan hal yang sangat mendukung keberhasilan sebuah proses pembangunan. Tujuan : Menganalisis bagaimana partisipasi masyarakat dalam pengadaan sarana air bersih pada proyek Rotary di Dusun Banjar Kecamatan Tepus Kabupaten Gunungkidul Metode : Penelitian ini merupakan penelitian kuantitatif didukung dengan kualitatif bersifat eksplanatory dengan melakukan survey menggunakan kuesioner dan panduan wawancara untuk mendapatkan data tentang kebijakan, program, partisipasi masyarakat terkait dengan air bersih. Subjek penelitian adalah masyarakat Dusun Banjar, pengambil kebijakan terkait dengan pengadaan sarana air bersih, Dinas Kesehatan, serta pengelola proyek Rotary. Hasil : Keikutsertaan masyarakat ditunjukkan pada saat perencanaan, pelaksanaan dan pemeliharaan. Tingkat partisipasi masyarakat pada saat perencanaan berada pada level kemitraan dengan bentuk partisipasi antara lain mengikuti pertemuan dan memberikan pendapat. Pada saat pelaksanaan tingkat partisipasi berada pada level placation (penentraman) dengan bentuk partisipasi : penyediaan lahan, ikut serta dalam pelaksanaan pekerjaan (tenaga) serta pada saat pemeliharaan berada di level kontrol masyarakat (citizen control) dengan membentuk kelompok pemakai air (panitia/pengurus air). Kesimpulan : Masyarakat di Dusun Banjar telah ikut berpartisipasi mulai tahap perencanaan, pelaksanaan dan pemeliharaan pada proyek pengadaan sarana air bersih yang dilaksanakan oleh Rotary. Perlu peningkatan partisipasi masyarakat dan koordinasi dengan pihak-pihak terkait dalam pengadaan sarana air bersih untuk peningkatan keberlanjutan proyek.

Background: The active participation from the community can accelerate the achievement of targeted development objectives and the key factor of the success of the development. Cooperation and coordination and synergy can be created between the public and the government as well, to see if the community has had an active role in the ability in a development, because the ability to play an active role is very supportive success of a development process. Objective: To analyze how public participation in clean water supply project in the Dusun Banjar Tepus Subdistrict Gunung Kidul District Methods: This study is a quantitative research supported by the qualitative with the characteristic of eksplanatory by conducting a survey using a questionnaire and guided interview for obtaining data on policies, programs, community participation associated with clean water. The subjects were Dusun Banjar community, policy makers associated to the provision of clean water, the Department of Health, as well as a Rotary project manager. Results: The participation of the people indicated at the time of planning, implementation and maintenance. The level of community participation in the planning was at the level of "partnership" with the participation, such as participate the meeting and voting. At the time of execution of the level of participation was at the level of placation with the participation of: the provision of land, participate in the implementation of the work (energy) as well as at the time of maintenance was at the level of "citizen control" by forming a group of water users (committee of water). Conclusion: People in Dusun Banjar had participated started from the planning, implementation and maintenance of the clean water supply projects implemented by Rotary. It is necessary to increase community participation and coordination with relevant parties in the provision of clean water to increase the sustainability of the project.
