Faktor-faktor yang mempengaruhi pertumbuhan industri kecil di Kabupaten Kampar Propinsi Riau

Pembangunan industri di Kabupaten Kampar diharapkan mampu mendorong transformasi ekonomi yang berdampak has bagi masyarakat dan mempunyai daya tahan dan keunggulan kompetitif. Pembangunan industri juga diarahkan pada pengembangan industri kecil demi terciptanya kesempatan kerja dan berusaha bagi masyarakat serta landasan pembangunan sektor industri yang lebih luas bagi pertumbuhan selanjutnya. Pembinaan dan pengembangan industri kecil perlu mendapat dukungan dari semua pihak guna mendorong laju pertumbuhan ekonomi daerah agar lebih dapat berkembang, khususnya sektor industri. Pertumbuhan industri kecil yang pesat, akan dapat menyelesaikan masalah kemiskinan dan pengangguran secara keseluruhan. Diharapkan industri kecil mempunyai peranan yang cukup berarti dalam memberikan kontribusinya terhadap ekonomi daerah. Penelitian ini bertujuan untuk mengetahui sejauh mana pengaruh perubahan modal dan tenaga kerja terhadap perubahan nilai produksi, mengetahui tingkat pertumbuhan, dan mengetahui ICOR industri kecil di Kabupaten Kampar Propinsi Riau selama periodel 985-1 999. Data yang digunakan adalah data pertumbuhan industri kecil yang meliputi modal, tenaga kerja, dan nilai produksi. Metode analisis yang digunakan adalah analisis ekonometrika, analisis pertumbuhan rata-rata, dan analisis ICOR. Berdasarkan hasil perhitungan laju pertumbuhan industri kecil menunjukkan tenaga kerja meningkat rata-rata sebesar 25,83 persen per tahun, modal meningkat sebesar 38,90 persen per tahun, dan nilai produksi meningkat sebesar 44,08 persen per tahun. Dari hasil analisis regresi linier bersyarat berganda dengan metode Ordinary Least Squares (OLS) menunjukkan bahwa modal mempunyai pengaruh signifikan dengan arah positif terhadap nilai produksi yaitu sebesar 0,67, artinya kenaikan 1 persen modal akan meningkatkan nilai produksi sebesar 0,67 persen. Selanjutnya tenaga kerja juga mempunyai pengaruh dengan arah positif terhadap nilai produksi yakni sebesar 0,22, yang artinya meningkatnya jumlah tenaga kerja sebanyak 1 orang akan meningkatkan nilai produksi sebesar 0,22 rupiah, tetapi tidak signifikan. Untuk mengembangkan industri kecil di Kabupaten Kampar di masa yang akan datang perlu diciptakan iklim yang lebih kondusif agar dapat maju dan mandiri, mempunyai ketahanan kuat dan berdaya saing tinggi. Dengan demikian diharapkan apa yang menjadi tujuan akan tercapai yakni menciptakan kesempatan kerja, kesempatan berusaha, meningkatkan pendapatan, dan memperkuat struktur industri.

The industrial development is one of the attempts done in Kampar Regency to drive it into broaden economical transformation with highly competitive endurance. Besides, it focuses to the development of the small scale industries to provide its community with employment and opportunities to do any efforts and to build a strong foundation for the growth of larger development of industrial sectors. The training and development of the small scale industries need any supports to fasten regional economical growth rate, especially the industrial sectors. A fast growth of the small scale industries should be able to entirely solve the problems of poverty and unemployment. They should take an important role to contribute the regional economy. This research aims to know how the capital and employees influence the changing product performance, to know the growth rate, and to identify the ICOR of the small scale industries in Kampar Regency of Riau Province during 1985 to 1999 period. The used data is the data of the small scale industries growth including capital, employees, and product performance. The methods used in this analysis are the econometrical analysis, the average growth analysis, and the ICOR analysis. Based on the calculation growth rate of the small scale industries shows the annual increasing rate of employee of 25.83%, the capital of 38.90%, and the product performance of 44.08%. The multiple conditions of linear regression analysis using the Ordinary Least Squares (OLS) method shows that the capital significantly influences the positive direction toward the product development at 0.67 in which the 1% incresing capital will increase 0.67% of product performance. Then the employees will also influence into a positive direction toward the product performance at 0.22 in which each number (1 person) of increasing employee will unsignificantly increase the product performance of IDR 0.22. Finally, it is necessary to have condusive conditions for progressive, self-initiating development with highly competitive endurance to develop the small scale industries in Kampar Regency in the future. Therefore, it will meet the goals namely to provide the community with the expected employment, opportunities to do any efforts, to increase people earnings, and to strengthen the industrial structure.
