RESOLUSI KONFLIK ETNIS PASCA KRISIS POLITIK DILI, TIMOR-LESTE TAHUN 2006

Krisis politik di Dili, Timor-Leste, pada tahun 2006 telah mendorong terjadinya konflik kekerasan bernuansa etnis Loro-monu dan Lorosae dengan korban yang sangat besar. Pergantian kepemimpinan yang kemudian terjadi gagal mengendalikaan konflik, sampai kemudian Perdana Menteri Xanana Gusmao menjalankan strategi pemulihan nasional hamutuk harii futuru yang berhasil menyelesaikan konflik etnis tersebut Tesis ini bertujuan untuk menganalisis faktor penyebab kebehasilan resolusi konflik hamutuk harii futuru yang dilakukan Gusmao. Analisis dilakukan dengan menggunakan teori resolusi konflik dari Louis Kriesberg, ditambah dengan konsep fragile state dan konflik etnis. Hasil penelitian menemukan bahwa keberhasilan hamutuk harii futuru terbukti dari tidak adanya lagi bentuk-bentuk kekerasan etnis, proses re-integrasi seluruh pengungsi, terdapatnya berbagai aktivitas pemecahan masalah bersama secara damai, serta masyarakat Loro-monu dan Lorosae saling berinteraksi dalam jalinan persaudaraan, kebersamaan, dan kekeluargaan sebagai wujud perdamaian. Keberhasilan ini karena hamutuk harii futuru diterapkan berdasarkan pendekatan resolusi konflik yang terdiri atas empat tahap, yaitu de-eskalasi konflik, intervensi kemanusiaan dan negosiasi, pemecahan masalah, sertapembangunan perdamaian.

The political crisis in Dili, Timor-Leste in 2006 has led to the violent ethnic conflict between Loro-monu and Lorosae.Changes in leadership that followed failed to control the conflict, until then Prime Minister Xanana Gusmao run a national recovery strategy Hamutuk Harii Futuru which sucessfully ended the ethnic conflict.This thesis aims to analyze the causes of the seccess of Hamutuk Harii Futuru. The analysis was done by using Louis Kriesberg theory of conflict resolution, together with the concept of the fragile state and ethnic conflict. The study that the success of Hamutuk Harii Futuru had been evident from the absence of further ethnic violence, the process of re-integration of refugees, the existence of various problem-solving activities,as well as community interaction in a tangle brotherhood, togetherness, and kinship as a form of peace. This success is due to Hamutuk Harii Futuru being applied based on a specific approach to conflict resolution, which consists of four stages: the de-escalation of the conflict, humanitarian intervention and negotiation, problem-solving, and peace-building.
