Perusahaan angkutan laut sering diperhadapkan dengan hambatan dalam pengurusan Surat Izin Usaha Perusahaan Angkutan Laut (SIUPAL) di Direktorat Jenderal Perhubungan Laut. Pelayanan perizinan yang diberikan tidak sesuai dengan ketentuan dan prosedur yang berlaku. Oleh karena hal tersebut, penulis melakukan penelitian untuk mengetahui persyaratan dan proses pengurusan SIUPAL dan pemenuhan hak-hak perusahaan angkutan laut pada saat pengurusan SIUPAL di Direktorat Jenderal Perhubungan Laut, Kementerian Perhubungan RI. Untuk menjawab permasalahan tersebut, penulis melakukan penelitan yang bersifat yuridis normatif dan empiris. Sehingga terbukti kesesuaian antara peraturan yang seharusnya diterapkan dengan pelaksanaannya. Hasil penelitian ini bersifat deskriptif yang mana menggambarkan perlindungan hukum terhadap Perusahaan Angkutan Laut. Berdasarakan penelitian yang dilakukan oleh penulis, aparatur sipil negara tidak mengikuti proses pengurusan SIUPAL sebagaimana diatur di dalam Peraturan Menteri Perhubungan Nomor PM 93 Tahun 2013. Disamping itu, aparatur sipil negara belum memenuhi hak-hak perusahaan angkutan laut sesuai dengan asas-asas Pelayanan Publik yaitu keseimbangan hak dan kewajiban, keterbukaan, kemudahan, ketepatan waktu, kecepatan, keprofesionalan, dan kepentingan umum.

Shipping Company confronted with the barrier when filed Shipping Company License in Directorate General of Sea Transportation. License service is inappropriate with the law and procedure. Therefore, author do the research to discover the Shipping Company License terms and process and the fulfillment Shipping Company rights when filing Shipping Company License in Directorate General of Sea Transportation, Ministry of Transportation Republic of Indonesia. To answer those problems, author conducted juridical normative and empirical research. So that, proven suitability rules that should be applied to its implementation. The result of this research is descriptive which describe the law protection of Shipping Company. Based on the author research, civil state functionary do not following the SIUPAL filing process as set forth in Minister of Transportation Law Number PM 93 Year 2013. Besides that, civil state functionary not fulfill the Shipping Company rights in accordance with Public Service principle specifically the balance of rights and obligations,overt, simplicity, overt, punctuality, rapidity, professional, and public interest.
