Semenjak Undang-Undang tentang Keterbukaan Informasi Publik (KIP) disahkan, pada implementasinya masih menyisakan berbagai catatan baik di tataran pusat maupun lokal, sementara itu terdapat anomali percepatan pelaksanaan KIP di Kabupaten Purbalingga. Penelitian dengan metode studi kasus ini dilakukan untuk memahami kompleksitas dinamika komunikasi Pemerintah Kabupaten Purbalingga dalam Implementasi Kebijakan Keterbukaan Informasi Publik. Data dikumpulkan melalui proses wawancara mendalam terhadap para pelaksana kebijakan KIP, observasi, dan dari berbagai dokumentasi. Hasilnya menunjukkan bahwa terdapat aktor-aktor dari sisi internal dan eksternal pemerintahan yang memiliki peranan masing-masing, dalam menyediakan informasi publik secara cepat pola aliran informasi yang terbentuk menyerupai roda (wheel). Teori informasi organisasi Karl Weick digunakan untuk menjelaskan bagaimana Pemerintah Kabupaten Purbalingga menelaah informasi yang membingungkan (equivocality) dalam menghadapi isu pemeringkatan KIP dan Sengketa Informasi. Selain masih lemahnya pengelolaan informasi pada satuan Badan Publik, terdapat kendala pressure of other work dan hambatan komunikasi jenis psychological noise. Beberapa rekomendasi lalu dirumuskan dari aspek pengetahuan, kapasitas SDM, serta future research.

Since the Public Information Disclosure Act was passed, its implementation still leaves many records in both the central and local level, while there is anomalous acceleration of the implementation of public information disclosure in Purbalingga. Research by the case study method was conducted to understand the complexity of the dynamics of Purbalingga District Government communication in Public Information Disclosure Policy Implementation. Data were collected through indepth interview process to the policy implementers, observations, and various documentations. The results show that there are actors in terms of internal and external governance have their respective role. In providing public information quickly formed a pattern of information flow that resembles a "wheel". Karl Weick organization's information theory is used to explain how the Purbalingga district government examined the confusing information (equivocality) in dealing with the issue of ranking the public information disclosure implementation and Public Information Disputes. In addition to the weakness in the information management unit of the Public Agency, there are obstacles pressure of other work and communication barriers manifold psychological noise. Some of the recommendations formulated from the aspect of knowledge, human resources capacity, as well as future research.
