EVALUASI SISTEM AKUNTABILITAS KINERJA INSTANSI PEMERINTAH STUDI PADA KABUPATEN BANGKA TENGAH

Penelitian ini bertujuan untuk mengevaluasi penyebab belum optimalnya implementasi Sistem Akuntabilitas Kinerja Instansi Pemerintah Kabupaten Bangka Tengah. Analisis dokumentasi dan wawancara digunakan untuk menjawab pertanyaan penelitian. Analisis dokumentasi dilakukan dengan mengevaluasi komponen SAKIP dengan pembandingan (benchmark) antara SAKIP Kabupaten Bangka Tengah dengan SAKIP Kabupaten Sleman, kemudian dilanjutkan dengan wawancara mendalam kepada partisipan. Dari Hasil analisis dokumen dan wawancara didapatkan penyebab belum optimalnya SAKIP Kabupaten Bangka Tengah yakni, SAKIP Kabupaten Bangka Tengah belum menunjukkan kesesuaian informasi/keselarasan informasi kinerja dalam setiap komponen pendukungnya, kurangnya pemahaman sumber daya aparatur terhadap konsep SAKIP, belum adanya Standar Operasional Prosedur (SOP) tentang penyusunan SAKIP Kabupaten, dan belum adanya sistem informasi aplikasi terintegrasi.

This study aims to evaluate the cause of non optimal implementation of Accountability Performance System of Government Agencies in Central Bangka Regencey. Analysis of documentation and interviews are used to answer research questions. Documentation analysis is done by evaluating SAKIP components with benchmarking between SAKIP of Central Bangka regency with SAKIP of Sleman Regency, followed by in-depth interviews to the participants. The results of the analysis of documents and interviews are the causes of non optimal SAKIP of Central Bangka regency which are, SAKIP of Central Bangka regency has not demonstrated the suitability of the information/compatibility of performance information in any supporting components, a lack of understanding of personnel resources to the concept of SAKIP, lack of Standard Operating Procedures (SOP) about preparation of SAKIP District, the lack of an integrated information system applications.
