PDAM adalan salah satu asset Pemerintah Daerah Kabupaten Berau yang diharapkan dapat memberikan kontribusi terhadap Pendapatan Asli Daerah (PAD) apabila dikelola secara efektif, efisien dan ekonomis. Penelitian ini bertujuan untuk menganalisis Kinerja Perusahaan Daerah Air Minum Kabupaten Berau selama periode tahun 1996 - 1999 terakhir yang didasarkan pada Kepmendagri Nomer 47 Tahun 1999. Data yang digunakan dalam penelitian ini adalah data primer dan sekunder. Data primer diperoleh memalui wawancara langsung dengan responden pegawai Perusahaan Daerah Air Minum Kabupaten Berau, dan data sekunder diperoleh melalui Neraca, Laporan Laba Rugi PDAM Kab. Berau, Badan Pusat Statistik, dan Perpustakaan. Dari alat pengukuran untuk menilai kinerja berupa ukuran keuangan yang terdiri rasio-rasio keuangan Likuiditas, Solvabilitas dan Rentabilitas, Aktivitas Common Size dan Indeks, sedangkan ukuran non keuangan terdiri dari menggunakan Efektivitas Produksi, Penjualan dan Pendapatan. Dari hasil analisis dapat disimpulkan bahwa Kinerja Finansial Perusahaan Daerah Air Minim Kabupaten Berau periode tahun 1996 - 1999 menunjukkan Kinerja Kurang Sehat (KS). Keadaan ini ditunjukkan oleh beberapa indikator finansial yang kurang optimal dengan skor penilaian selama 4 tahun terakhir adalah 29, 29, 30 dan 29.

Municipal Waterworks is one of local government assets of Berau Regency which is hoped can give contribution toward the Local Original Income (PAD) if it is managed effectively, efficiently, and economical.This research is aimed at analyzing the performance of Municipal Waterworks of Berau Regency in the period of year of 1996 to the end of year of 1999 based on Minister of Internal Affairs Decree no. 47/1999. Data used in the research are primary and secondary data. The primary data is acquired thought direct interview to the staff of Municipal Waterworks of Berau Regency as respondent, and the secondary data is acquired through balance, profit and loss statement of Municipal Waterworks of Berau Regency, Central Bureau of Statistics, and library. The measure tools to measure the performance of Municipal Waterworks of Berau Regency is in the form of a financial criterion which comprises Liquidity Financial ratio, Solvency and Remunerativeness, Common Size Activity, and Index, and in the form of non financial criterion which comprises Production effectiveness use, Selling and income. From the analysis above it can be concluded that the performance of Municipal Waterworks of Berau Regency in the period of year 1996 to the end of year of 1999 shows an acquired unhealthy performance. This condition is showed by several financial indicators that less optimum with measurement score for the last 4 years are 29, 29, 30, and 29.
