TATA KELOLA DAN SINERGI ANTAR STAKEHOLDER DALAM PELAKSANAAN CORPORATE SOCIAL RESPONSIBILITY JOB PERTAMINA-MEDCO E&P TOMORI SULAWESI

Program CSR yang dilaksanakan JOB Pertamina-Medco E&P Tomori Sulawesi disebut sebagai program pengembangan komunitas. Operasionalisasi CSR seringkali kurang melibatkan pemerintah setempat maupun stakeholders lain, sedangkan keterlibatan dengan masyarakat sasaran hanya dalam pelaksanaan kegiatan. Penelitian ini secara umum bertujuan untuk mengetahui proses implementasi CSR tersebut di kabupaten Banggai. Secara khusus penelitian ini bertujuan untuk mengetahui: tata kelola CSR dan sinergi antar stakeholders dalam pelaksanaan CSR JOB Pertamina-Medco E&P Tomori Sulawesi di Kabupaten Banggai. Metode penelitian ini menggunakan jenis kualitatif deskriptif. Penelitian dilaksanakan di kecamatan Batui dan Batui Selatan Kabupaten Banggai. Informan terdiri atas kordinator lapangan divisi community development, pegawai divisi community development JOB Pertamina-Medco E&P Tomori Sulawesi, kepala Bapeda, ketua komisi III DPRD Kabupaten Banggai, Camat Batui Selatan, kepala desa, dan ketua gapoktan Desa Sinorang, kelompok tani dan nelayan sebagai penerima manfaat. Data dikumpulkan dengan teknik wawancara, observasi dan dokumentasi. Analisis data menggunakan teknik deskriptif melalui tahap reduksi data, display data dan penarikan kesimpulan atau verifikasi. Hasil penelitian menunjukkan bahwa: pertama, tata kelola CSR dibagi dalam 8 tahap mulai dari studi assesment potensi, rekomendasi program, analisis, sosialisasi program, persiapan, pelaksanaan, dan monitoring dan evaluasi. Hasil studi assesment potensi menghasilan sejumlah temuan dan rekomendasi yang dijadikan sebagai landasan dalam menyusun program kerja. Program kerja yang telah dianalisis kemudian disosialisasikan kepada stakeholders terutama dari kelompok sasaran dan mitra JOB Pertamina � Medco E&P Tomori Sulawesi. Pada tahap persiapan, hampir seluruh kegiatan persiapan dilakukan oleh perusahaan sendiri maupun mitra. Pada tahap pelaksanaan, pengelolaan CSR sebagian besar dilakukan oleh perusahaan sendiri. Hanya beberapa program yang dikelola bersama pihak mitra yaitu program pemberian kapal tangkap bagi nelayan, budidaya kepiting dan pengelolaan hutan mangrove. Secara periodik dilakukan monitoring dan evaluasi. Kedua, Sinergi antar stakeholders tidak berlangsung di setiap tahap pelaksanaan CSR. Pada tahap studi potensi, CSR melibatkan Perguruan Tinggi, pemerintah dan masyarakat. Pada tahap rekomendasi program dan analisis, tidak melibatkan stakeholders lain. Pada tahap sosialisasi dan persiapan, sinergi terjadi antara perusahaan dan kelompok sasaran. Pada tahap pelaksanaan, sinergi antara perusahaan, kelompok sasaran, perguruan tinggi, dan pemerintah hanya terjadi pada kegiatan tertentu yaitu pengelolaan mangrove dan pengadaan kapal tangkap. Sinergi dengan perguruan tinggi dan kelompok masyarakat terjadi pada tahap monitoring dan evaluasi.

CSR programs implemented by JOB Pertamina-Medco E & P Tomori Sulawesi referred as community development programs. JOB Pertamina-Medco E & P Tomori Sulawesi always carry out its operations in a harmonious manner between the interests of the company, environmental and socio-economic. Operationalization of CSR is often less involving local authorities and other stakeholders, while engagement with targeted communities only in the implementation of this activity. This research generally aims to determine the CSR implementation process in Banggai district. In particular, this study aims to determine: CSR governance and synergy among stakeholders in the implementation of CSR JOB Pertamina-Medco E & P Tomori Sulawesi in Banggai district. This research method using descriptive qualitative type. The research was conducted in the district of South Batui Batui and Banggai. The informant made up of employees of the community development division JOB Pertamina-Medco E & P Tomori Sulawesi, head Bappeda, chairman of the Commission III DPRD of Banggai, Head Batui Selatan, the village head, and the head of the village gapoktan Sinorang. Data were collected by interview, observation and documentation. Data analysis using descriptive techniques through the stages of data reduction, data display and conclusion or verification. The results showed that: first, governance CSR is divided into 8 stages ranging from the study of potential assessment, program recommendations, analysis, dissemination programs, preparation, implementation, and monitoring and evaluation. The study and assessment resulted the potential number of findings and recommendations that serve as the basis in preparing the work program. The work program that has been analyzed and then disseminated to stakeholders, especially the target groups and partners JOB PMTS. In the preparation phase, almost all the preparatory activities carried out by the company itself or partner. During the implementation phase, the management of CSR is mostly done by the company it self. Only a few programs that are managed together with the partner program providing fishing boats for fishermen, crab cultivation and management of mangrove forests. Periodically monitoring and evaluation. Secondly, synergy among stakeholders did not take place at every stage of the implementation of CSR. At the stage of potential study, CSR involves universities, government and society. At the stage of program recommendations and analysis, does not involve other stakeholders. At the stage of socialization and preparation, the synergy between companies and target groups. During the implementation phase, the synergy between the company, the target groups, universities, and government occur only in certain activities, namely mangrove management and procurement of fishing boats. Synergies with universities and community groups occurred at the stage of monitoring and evaluation.
