HUMAS DALAM RESOLUSI KONFLIK Studi Kasus: Komunikasi dan Resolusi Konflik yang Dilakukan oleh Humas Pemerintah Kabupaten Kulonprogo terhadap Warga yang Menolak Proyek Pembangunan Bandara Baru Kulonprogo

Public Relations atau Humas memiliki peran serta tujuan penting dalam sebuah perusahaan maupun organisasi. Humas memiliki tujuan untuk membina hubungan di dalam organisasi tersebut, maupun hubungan dengan pihak luar dari organisasi tersebut. Hal ini ditujukan untuk mengeratkan hubungan dengan orang-orang diluar badan, instansi, atau organisasi hingga terbentuklah opini publik yang sesuai dan positif bagi badan tersebut. Jika hubungan ini tidak dikelola dengan baik, maka akan berpotensi menimbulkan sebuah konflik. Salah satu peran PR adalah untuk menangani konflik, baik itu yang terjadi di dalam organisasi maupun konflik eksternal, baik itu konflik manifest maupun konflik laten. Salah satu contohnya peneliti jabarkan dalam penelitian ini, yaitu konflik yang terjadi karena pembangunan bandara baru di Yogyakarta, tepatnya di Kecamatan Temon, Kabupaten Kulonprogo. Proyek besar ini menimbulkan konflik antara pihak penyelenggara (PT. Angkasa Pura I dan Pemerintah Kabupaten Kulonprogo) dengan warga Kecamatan Temon yang terdampak pembangunan. Bandara baru yang akan dibangun ini nantinya akan menggantikan fungsi Bandara Internasional Adi Sutjipto sebagai bandara utama di Yogyakarta. Peneliti menggunakan tipe penelitian deskriptif dengan pendekatan kualitatif dan metode studi kasus. Hal ini disebabkan karena penelitian ini bertujuan untuk memaparkan proses dan negosiasi komunikasi Humas Pemerintah Kabupaten Kulonprogo dalam meresolusi konflik tersebut. Hasil dari penelitian ini menunjukkan kegiatan-kegiatan yang dilakukan oleh Humas Pemkab Kulonprogo seperti negosiasi, sosialisasi, konsultasi publik, open house, maupun release media masa. Dalam penelitian ini pula peneliti dapat menjabarkan analisis sasaran, pemilihan pesan, pemilihan media, pendekatan, model komunikasi, orientasi, serta bentuk-bentuk penyelesaian konflik yang digunakan oleh Pemkab Kulonprogo dalam menangani konflik tersebut.

Public Relations or PR has a role and an important goal in a company or organization. PR has a goal to build relationships within the organization, as well as relations with the outside of the organization. It is intended to strengthen relations with people outside the agency, institution, or organization to forming an appropriate and positive public opinion for the agency. If the relationship is not managed properly, it will potentially lead to a conflict. One of PR's role is to manage the conflict, whether it is going on within the organization or external conflict, be it conflict manifest or latent conflict. One example researchers describe in this study, namely the conflict due to the construction of a new airport in Yogyakarta, precisely in Temon, Kulon Progo Regency. The massive project has created conflict between the organizers (PT. Angkasa Pura I and the Government of Kulon Progo Regency) with Temon residents of the affected by development. The new airport will be built and replace the function of Adi Sutjipto International Airport as a major airport in Yogyakarta. Researchers used descriptive research type with qualitative approach and case study method. This is because this study aims to describe the process of communication and negotiation Kulon Progo Regency Government Public Relations in meresolusi the conflict. The results of this study indicate the activities carried out by the Public Relations Kulon Progo regency such as negotiation, socialization, public consultation, open house, as well as the media release. In this study, researchers can also describe the analysis of the target, the message selection, media selection, approaches, models of communication, orientation, and other forms of conflict resolution used by Kulon Progo regency in dealing with the conflict.
