ANALISIS PERAN DAN HUBUNGAN ANTAR STAKEHOLDER DALAM PENGEMBANGAN KAWASAN BARON TECHNOPARK

Baron Technopark merupakan sebuah kawasan yang dikembangkan untuk melakukan riset dan diseminasi energi listrik terbarukkan. Pengembangan Baron Technopark melibatkan stakeholder yang terdiri dari pihak Pemerintah (G) yaitu Kementrian Riset dan Tekhnologi, BPPT, dan Pemerintah Daerah; serta pihak Akademisi (A) yaitu UGM. Sedangkan unsur Bisnis yang seharusnya ada dalam sebuah technopark belum terlibat. Peran dan hubungan antar stakeholder perlu untuk diteliti karena Baron Technopark belum memiliki mekanisme kelembagaan pengelolaan yang formal, sehingga pengembangan Baron Technopark belum maksimal. Penelitian ini menggunakan penelitian kualitatif dengan pendekatan diskriptif agar dapat menjelaskan realitas secara lebih cermat. Teknik analisis yang digunakan untuk dapat melihat peran stakeholder adalah analisis stakeholder dengan pendekatan 4R (Right, Responsibility, Revenue, Resource), sedangkan untuk menjelaskant hubungan antar stakeholder menggunakan analisi isi terhadap hasil wawancara dan dokumentasi. Berdasarkan pada hasil penelitian diketahui bahwa BPPT merupakan stakeholder kunci, dengan peran yang lebih dominan dibandingkan dengan stakeholder lainnya. BPPT juga merupakan sosok sentral dalam kerjasama yang terjalin antar stakeholder.

Baron Technopark is an area that is developed for research and dissemination of renewable electricity. The development of Baron Technopark involved stakeholders consist of Government (G), namely Ministry of Research and Technology, BPPT (Agency of Technology Assessment and Application), and local government; and Academician, namely UGM. Whereas the business element that supposed to be in a technopark has not been involved yet. Role and correlation among these stakeholders need to be examined because Baron Technopark has not had formal institutional management mechanism. Thus the development of Baron Technopark has not been optimum yet. This research used qualitative method with descriptive approach to explain the reality more accurately. Stakeholder analysis technique by using 4R (Right, Responsibility, Revenue, Resource) approach was used to see the roles of the stakeholders. Whereas analysis of the interview and documentation is used to explain the correlation among the stakeholders. The result shows that BPPT is the key stakeholder, with more dominant role than any other stakeholders. BPPT is also the main party in the cooperation among the stakeholders
