ANALISIS PENGARUH KEBIJAKAN FISKAL PEMERINTAH DAERAH TERHADAP TINGKAT KESEJAHTERAAN MASYARAKAT (STUDI KASUS PADA DINAS PENDIDIKAN KABUPATEN/KOTA DI PROVINSI DIY

Penelitian ini bertujuan untuk menguji secara empiris mengenai hubungan antara kebijakan fiskal pemerintah daerah yaitu kebijakan belanja pendidikan dengan kesejahteraan masyarakat yang dihitung menggunakan indeks pendidikan sesuai dengan Indeks Pembangunan Manusia (IPM). Hipotesis penelitian ini adalah: (1) pertumbuhan belanja pendidikan berpengaruh terhadap indeks pendidikan, (2) rasio realisasi belanja pendidikan berpengaruh terhadap indeks pendidikan. Pertumbuhan belanja pendidikan maupun rasio belanja pendidikan mencerminkan kebijakan fiskal pemerintah di bidang pengeluaran, sedangkan indeks pendidikan mencerminkan kesejahteraan masyarakat. Data yang digunakan dalam penelitian ini adalah data sekunder berupa indeks harapan lama sekolah dan indeks rata-rata lama sekolah yang membentuk indeks pendidikan tahun 2010-2015 yang diperoleh dari Badan Pusat Statistik Provinsi DIY dan anggaran serta realisasi belanja pendidikan tahun 2010-2015 diperoleh dari Laporan Hasil Pemeriksaan Badan Pemeriksa Keuangan Provinsi DIY. Pengujian menggunakan analisis regresi dengan alat analisis Program Software SPSS versi 19. Hasil analisis hipotesis pertama menunjukkan bahwa pertumbuhan belanja pendidikan tidak berpengaruh terhadap indeks pendidikan. Sedangkan analisis hipotesis kedua menunjukka bahwa rasio realisasi belanja pendidikan berpengaruh positif terhadap indeks pendidikan.

This study aims to test empirically the relationship between local government fiscal policy which is education spending policy with public welfare that calculated using an index of education according to the Human Development Index (HDI). The hypotheses are: (1) the growth of education spending affect the education index, (2) the ratio of education expenditure affect the education index. The growth of education spending and education expenditure ratio reflects the government's fiscal policy in the field of expenditure, while the education index reflects the public welfare. The data used in this research are secondary data from the expectations index of school duration and the index of the average length of education schools that make up the index in 2010-2015 were obtained from the BadanPusatStatistik Yogyakarta and budget as well as the realization of educational spending in 2010-2015 was obtained from reports audit Badan Pemeriksa Keuangan DIY. Tests using regression analysis with analysis tools Software Program SPSS version 19. The results of the analysis of the first hypothesis suggests that the growth of education spending does not affect the education index. While the analysis of the second hypothesis shows that the ratio of education expenditure has positive influence on the education index.
