Derajat otonomi fiskal daerah Kabupaten Indragiri Hulu

Salah satu kriteria untuk melihat kemampuan otonomi suatu daerah adalah dengan melihat besarnya kontribusi penerimaan pendapatan asli daerah (PAD) terhadap total penerimaan daerah (APBD). Sebagaimana diketahui bahwa pendapatan asli daerah (PAD) merupakan sumber dana bagi daerah, yang memberikan otonomi paling besar baik dari segi pengelolaan maupun penggunaan dana. Penelitian ini dilakukan di Kabupaten Indragiri Hulu, Propinsi Riau. Data yang digunakan adalah data sekunder dalam kurun waktu 1995/1996-1999/2000, yang terdiri dari data PAD, Data APBD dan data pengeluaran rutin daerah Kabupaten Indragiri Hulu. Tujuan dari penelitian ini adalah untuk menganalisis guna mengetahui tingkat ketergantungan fiskal daerah terhadap pusat dengan menggunakan formula Derajat Otonomi Fiskal, Indeks Kemampuan Rutin Daerah, Pertumbuhan, serta untuk mengetahui faktor apa yang menjadi penyebab rendahnya penerimaan asli daerah dengan arialisis deskriptif. Beberapa temuan penting dari penelitian ini adalah; a. bahwa tingkat ketergantungan fiskal daerah Kabupaten Indragiri Hulu terhadap pusat rata-rata sebesar 2,12 persen, b. indeks kemampuan rutin daerah rata-rata sebesar 3,83 persen, hal ini disebabkan rendahnya penerimaan PAD dan rendahnya PAD ini disebabkan kurang berperannya BUMD terutama PDAM, kemudian pajak dan retribusi yang dipungut sebelum dikeluarkannya Undang-undang Nomor 18 tahun 1997 banyak yang tidak ekonomis dan setelah diberlakukannya Undang-undang tersebut di atas ada pajak dan retribusi yang potensial bagi penerimaan daerah menjadi hilang. Kesimpulan penelitian menunjukkan bahwa tingkat ketergantungan fiskal daerah Kabupaten Indragiri Hulu terhadap pemerintah pusat relatif sangat tinggi, yang disebabkan masih rendahnya pengelolaan sumber-sumber penerimaan asli daerah dan diharapkan dengan diketahuinya penyebab rendahnya PAD maka bisa diambil suatu kebijakan guna meningkatkan penerimaan asli daerah (PAD) untuk mengurangi tingkat ketergantungan daerah terhadap pemerintah pusat.

One of the criterion to examine the autonomy of a region was its contribution of the regional original income to total regional revenue stated in regional budget. As commonly noted that the regional original income represented a regional funding source which gave the biggest contribution to the autonomy both from the point of view of the management and the use of fund. The study was conducted in lndragiri Hulu regency of Riau Province. The data used in the study was the secondary one in the period 1995/1996 -1999/2000, consisting of the data of the regional original income, the data of the regional budget and the data of the regional routine expenditure of the regency. The objective of the study was to analyze and to find out the regional fiscal out the regional fiscal dependency rate on central government using the formula of fiscal autonomy rate, regional routine ability index, and the growth. It was also aimed at investigating the causal factors of the low regional original income using descriptive analysis. Some important findings of the study were: a. the fiscal dependency rate of Indragiri Hulu on the central government was 2.12 percent on average, b. the regional routine ability index was 3.83 percent on average. It was caused by the low regional original income and the low regional original income was caused by the lack of the role played by regional enterprises, especially regional waterworks, that of tax and retribution collected before the Act Number 18 of 1997 that were considered not to be economic and after the act both the tax and the retribution were abolished. The conclusion of the study showed that the fiscal dependency rate of Indragiri Hulu regency on central government was relative high because of the low quality of the management of the resource of the regional original income. it was expected that once the causal factors of the low regional original income have been found out, a decision might be made to increase the regional original income and to lower the dependency rate of the region on central government.
