KINERJA DAN STRATEGI PENGEMBANGAN KOPERASI PERTANIAN GAPOKTAN DI KECAMATAN SALAM KABUPATEN MAGELANG

Penelitian ini bertujuan untuk (1) menilai dan menganalisis perkembangan kinerja Koperasi Pertanian Gapoktan di Kecamatan Salam Kabupaten Magelang selama 5 tahun (2010-2015), (2) mengetahui faktor internal dan eksternal yang menjadi kekuatan dan kelemahan serta peluang dan ancaman Koperasi Pertanian Gapoktan di Kecamatan Salam Kabupaten Magelang,(3) merumuskan strategi yang dapat diterapkan untuk pengembangan Koperasi Pertanian Gapoktan di Kecamatan Salam Kabupaten Magelang. Penelitian ini dilakukan di Koperasi Pertanian Gapoktan, Kecamatan Salam, Kabupaten Magelang, Jawa Tengah. Metode dasar penelitian ini adalah deskriptif analitis. Penentuan responden dilakukan secara Purposive dengan jumlah sampel sebanyak 43 sampel responden, meliputi 40 responden internal dan 3 responden eksternal. Analisis kinerja menggunakan Balanced Scorecard (BSC) dan penentuan strategi pengembangan dilakukan dengan analisis SWOT. Hasil penelitian menunjukkan bahwa kinerja Koperasi Gapoktan tahun 2010-2014 berkisar antara 56%-66%, mempunyai kinerja yang cukup baik. Pada tahun 2015 kinerja Koperasi Gapoktan kurang dari 55%, menunjukan kinerja belum baik. Berdasarkan hasil analisis SWOT menunjukan posisi Koperasi Gapoktan berada pada kuadaran III, sehingga strategi yang dipilih adalah strategi bersifat turn around, yang terdiri dari tiga strategi yaitu: (a) menambah kerjasama untuk memperluas usaha, (b) meningkatkan partisipasi anggota dan jumlah anggota, (c) peningkatan kemampuan penguasaan teknologi dan penerapannya

This study aims to (1) assess and analyze the performance development Gapoktan Agricultural Cooperative in the Salam Sub-Regency, Magelang regency for 5 years (2010-2015), (2) determine the internal and external factors into strengths and weaknesses, opportunities and threats in the Gapoktan Agricultural Cooperative Salam Sub-Regency, Magelang regency, (3) to formulate strategies that can be applied to the development of Gapoktan Agricultural Cooperatives in the Salam Sub-Regency, Magelang regency. This research was conducted at the Gapoktan Agricultural Cooperative, Salam Sub-Regency, Magelang Regency, Central Java. The basic method of this research is descriptive analysis. Determined of the respondents were purposively with a total sample of 43 respondents,including 40 internal respondents and 3 external respondents. The Balanced Scorecard (BSC) used for analysing the Gapoktan Agricultural Cooperative performance and SWOT used for determining strategies. The results showed that the performance of Cooperative Gapoktan in 2010-2014 ranged from 56% -66%, has a pretty good performance. In 2015, the performance of the Cooperative Gapoktan less than 55%, show that the performance has not been good. The results of SWOT analysis indicates the position of Gapoktan Agricultural Cooperative are in quadrant III, so that the chosen strategy is the turn around strategy, which consists of three strategies, namely: (a) to add collaboration to expand the business, (b) increase the participation of members and the number of members, (c) to improve the mastery of technology and its application.
