Kinerja pengelolaan pendapatan asli daerah (PAD) di Kabupaten Agam

Penelitian ini bertujuan untuk menganalisis kinerja pengelolaan Pendapatan Asli Daerah di Kabupaten Agam. Data yang digunakan adalah data sekunder yang meliputi data PAD, data APBD dan data PDRB dalam kurun waktu 1993/1994 — 1999/2000_ yang_diperoleh dad Bagian Keuangan,..Dipenda, _ Bappeda dan Badan Pusat Statistik Kabupaten Agam. Alat analisis yang digunakan adalah analisis efektivitas dan efisiensi, analisis elastisitas, indikator desentralisasi fiskal dan tingkat ketergantungan daerah. Hasil dari penelitian ini menunjukkan bahwa efektivitas PAD selama periode pengamatan dapat dikatakan kurang efektif dengan tingkat efektivitas rata-rata per tahun menunjukkan angka 78,19%. Tingkat efisiensi rata-rata per tahun sebesar 619% dapat disebut sangat efisien. Elastisitas PAD terhadap PDRB menunjukkan angka sebesar 1,35 dan elastisitas PAD terhadap penduduk berfluktuasi. PAD Kabupaten Agam sangat sensitif terhadap PDRB dan jumlah penduduk. Sementara itu tingkat penerimaan PAD masih sangat rendah, hal ini menunjukkan bahwa Derajat Desentralisasi Fiskal juga masih sangat rendah untuk mendukung otonomi daerah, menunjukkan angka rata-rata 3,48%, dan ketergantungan terhadap pemerintah pusat tinggi, menunjukkan angka rata-rata sebesar 87,72.

The objectives of this research are to analyze the performance of Local Government Original income in the Regency of Agam. The data used in the research are time series data consisting of the GRDP and the Regional Budget for the period of 1993/1994 — 1999/2000,- obtained -from- Central_ _Bureau of Statistics of the Regency of Agam, the Financial Division, the Regional Income Board and the Regional Development Planning Board of Agam. The analysis methods applied in this research are effectivity and efficiency analysis, elasticity analysis, fiscal decentralization indicator analysis and dependency ratio analysis. The results of this research show, there is an average annual effectiveness level 78,19%. The effectivity of local government original income is not effective enough. Meanwhile, the average annual efficiency level was 619%. The average elasticity of Local Government Original Income to the gross regional domestic product is 1,35, meanwhile the elasticity to the growth of population is fluctuated. The Local Government Original Income of Agam Regency is very sensitive to GRDP and population. The fiscal decentralization degree is very low for supporting local autonomy. The average is 3,48%. Even though, the dependency ratio to the Central Government is high, the average is 87,72.
