Reconsidering United Nations Policies for Sexual Exploitation and Abuse Based on its Implementation in African 21st Century Peacekeeping Operations

Skripsi ini membahas kebijakan PBB yang mengajukan pemberantasan kekerasan eksploitasi seksual. Secara khusus, operasi penjaga perdamaian dan juga pasukannya yang terfonis dengan kekerasan eksploitasi seksual akan dijelaskan dalam analisis, dengan tujuan untuk menemukan jawaban kepada kesenjangan yang terbuat dalam pembentukan kebijakan SEA. Penelitian ini mengambil kasus dalam Republik Demokratik Kongo dan Republik Afrika Tengah sebagai contoh perbandingan perilaku dan hasil dari kebijakan PBB. Hal ini akan dilakukan melalui perspektif feminisme untuk memperluas gagasan pengarusutamaan gender. Skripsi ini bermaksud untuk memberikan argumen bahwa kebijakan pengarusutamaan gender masih bisa dikejar tanpa membuat kehadiran perempuan sebagai prioritas, berdasarkan asli bermaksud Pengarusutamaan Gender, Resolusi Dewan Keamanan PBB, dan Zero Tolerance Policy. Laporan PBB dan Resolusi adalah bahan yang dipilih utama. Konsep pengarusutamaan gender, kekerasan eksploitasi seksual, misi penjaga perdamaian akan dihadirkan untuk menunjukkan bagaimana PBB mencoba untuk menyelesaikan masalah tersebut tidak efisien

This Undergraduate thesis examines the UN policies that approach the eradication of Sexual Exploitations and Abuses (SEA). In particular, peacekeeping operations along with it’s troops conduct of SEA will be connected to the analysis to further aim an understanding and find an answer to the gap which have been created with the policy formation. This study takes Democratic Republic of Congo and the Central African Republic as examples as comparison of how the conducts differ or similar to one another. This would be done through a critical feminism perspective in order to broaden the notion of gender mainstreaming. This thesis intend to deliver an argument that the gender mainstreaming policy can still be pursued without making the presence of women as its priority, based on the original intends of Gender Mainstreaming, UN Security Council Resolutions, and Zero Tolerance Policy. UN reports and Resolution are the main selected material. The concepts of gender mainstreaming, sexual exploitation abuses, peacekeeping missions would be presented in order to demonstrate that the way the United Nations try to resolve those issues is not efficient.
