Analisis peran stakeholders dalam model perencanaan MPBM di Kota Mataram

Musyawarah Pembangunan Bermitra Masyarakat atau yang lebih dikenal dengan MPBM adalah merupakan salah satu model partisipasi masyarakat dalam proses pengambilan keputusan dan merupakan salah satu prinsip pelaksanaan pemerintahan yang baik (Good Governance). MPBM merupakan suatu pola musyawarah dalam pengelolaan pembangunan dengan menemukan masalah, penyebab masalah dan potensi untuk penanganannya dengan dasar partisipatif, transparan, akuntabilitas, responsif yang bermitra masyarakat bagi pemerintah kota Mataram. Setelah 3 tahun dilaksanakan, MPBM dianggap telah berhasil sebagai sebuah model baru perencanaan pembangunan yang partisipatif. Namun demikian, keberhasilan tersebut perlu diteliti tingkat efektivitas peran stakeholders dalam pengambilan keputusannya. Penelitian ini mengambil lokasi kota Mataram dengan menggunakan metode analisis deskriptif kualitatif dengan pendekatan eksploratif dalam menganalisis hasil pengamatan dan wawancara kepada masyarakat. Pemilihan responden secara purposive dan besarnya sampel tidak ditentukan batasnya melainkan akan diselesaikan apabila telah mendekati kejenuhan informasi. Sampel yang didapat dalam penelitian ini sebanyak 42 orang. Berdasarkan hasil penelitian, menunjukkan bahwa (1) terjadi dominasi keterlibatan pemerintah dalam model perencanaan MPBM, (2) faktor- faktor yang mempengaruhi keterlibatan stakeholders dalam model perencanaan MPBM adalah faktor internal masyarakat, faktor internal pemerintah kota dan faktor strategi pelaksanaan MPBM, (3) tingkat keterlibatan masyarakat dalam pelaksanaan model MPBM tahun 2003 ini termasuk pada tingkatan legalitas dimana telah terjadi pemberian kesempatan pada stakeholders untuk berpartisipasi menyampaikan usulan, saran dan protesnya terhadap rencana yang akan diimplementasikan tetapi keputusan tetap berada ditangan pemegang kekuasaan, (4) peran stakeholders dalam pelaksanaan model perencanaan MPBM masih didominasi oleh pemerintah yang disebabkan diantaranya karena mekanisme penghadiran wakil stakeholders yang belum optimal.

Community Partnership Consultative Development, which is better known as MPBM is a model of the community participation on the decision making process. It is the application of the good governance article. MPBM is a kind of community style in development that is managed by identifying problems, define the cause and see the community capacity to solve it. The MPBM also based on the participation of the people, transparency, accountability, and respond from government. After three years adopted in Mataram city, MPBM was announced as one of the new model of participatory development planning. In spite of successful three years, MPBM is still need to be examined, especially the effectiveness of role stakeholders in the decision making process. This research is conducted in the city of Mataram, using the descriptive qualitative analysis method with the explorative approach on analyzing result of observation and community interview. The election of the respondent is done by purposive method and the amount of the sample is not limited until it comes to the information saturation. And the saturation comes at 42 respondents. The research result indicates that (1) There are domination of the governmental involvement in MPBM planning model, (2) The factors that influencing involvement stakeholders in MPBM planning model are internal factor of community, internal factor of city government and MPBM implementation strategy factor, (3) Level of community involvement in the implementation of MPBM model in the year of 2003 appreciated as legality level that have been happened by the opportunity that given to stakeholders for participating to address the proposal, suggestion and its protest to the implementation plan, but the final decision is remain in the man of power, (4) The role of stakeholders in implementation of the MPBM planning model still be predominated by government with the main caused is in the stakeholders representative presence mechanism which is not optimal yet.
