DAMPAK KEBIJAKAN BEA KELUAR BIJI KAKAO TERHADAP VOLUME EKSPOR BIJI KAKAO INDONESIA PERIODE 2007:Q1-2014:Q4

Guna mendorong industri kakao olahan di dalam negeri, pemerintah Indonesia memberlakukan kebijakan bea keluar ekspor biji kakao sejak Maret 2010. Tujuan dari penelitian ini adalah untuk menganalisis pengaruh pajak bea keluar biji kakao terhadap volume ekspor biji kakao Indonesia. Penelitian ini menggunakan data sekunder dari Januari 2007 hingga Desember 2014 (dalam satuan waktu kuartalan), dengan alat analisis yang digunakan adalah Ordinary Least Square (OLS). Hasil analisis menunjukkan kebijakan bea keluar biji kakao memiliki hubungan negatif terhadap volume ekspor biji kakao Indonesia, namun tidak berpengaruh secara signifikan. Selain dipengaruhi oleh kebijakan bea keluar, volume ekspor biji kakao Indonesia juga dipengaruhi oleh harga internasional biji kakao dan nilai tukar rupiah terhadap US dollar. Harga internasional biji kakao berpengaruh secara positif dan signifikan terhadap volume ekspor biji kakao Indonesia. Sedangkan nilai tukar memiliki hubungan negatif namun tidak signifikan terhadap volume ekspor biji kakao Indonesia. Dari variabel-variabel yang digunakan pada model penelitian, hasil uji F menunjukkan bahwa variabel independen dalam model secara bersama-sama dapat mempengaruhi variabel dependen secara signifikan. Sementara hasil koefisiensi determinasi (R2) pada regresi menunjukkan bahwa variabel-variabel independen pada model yang meliputi harga internasional biji kakao, nilai tukar, dan kebijakan bea keluar biji kakao mempunyai pengaruh yang dominan dalam mempengaruhi volume ekspor biji kakao.

In order to encourage cocoa processing industry, the government of Indonesia implemented cocoa beans exports tax policy since March 2010. The objective of this research is to analyze the effect of cocoa beans export tax policy to the export volume of Indonesian cocoa beans. This study uses secondary data from January 2007 to December 2014 (in units of time quarterly), with an analysis tool used is Ordinary Least Square (OLS). The analysis showed that tax policy of cocoa beans has a negative correlation to the volume of Indonesian cocoa beans exports, but not significantly. Besides influenced by tax policy, the volume of Indonesian cocoa exports is also affected by the international price of cocoa beans and the exchange rate of rupiah against US dollar. The international price of cocoa beans influence positively and significantly to the volume of Indonesian cocoa beans exports. While the exchange rate has a negative correlation but not significant to the volume of Indonesian cocoa beans exports. From the variables that used in the research model, the F-test results showed that the independent variables in the model can affect the dependent variable significantly. Meanwhile, the results of the regression coefficient of determination (R2) shows that the independent variables in the model : the international price of cocoa beans, the exchange rate, and export tax policy of cocoa beans affect the volume of Indonesian cocoa beans exports dominantly.
