Kinerja kantor pasar dalam mengoptimalisasi retribusi pasar di Kabupaten Dairi

Penelitian ini bertujuan untuk menganalisis kinerja Kantor Pasar dalam mengoptimalisasi retribusi pasar di Kabupaten Dairi. Kinerja tersebutt dianalisis dengan menggunakan analisis efisiensi, efektivitas dan produktivitas tenaga kerja dengan menggunakan data sekunder, sedangkan data primer digunakan untuk menganalisis faktor kekuatan, kelemahsn, peluang dan ancaman yang dihadapi Kantor Pasar melalui analisis SWOT. Analisis SWOT ini dimaksudkan agar dapat membuat suatu rumusan kebijakan stategis pada masa yang akan datang. Potensi retribusi pasar dihitung untuk mengetahui kemampuan retribusi pasar yang sebenarnya dapat dipungut. Dari hasil analisis dapat disimpulkan bahwa pengelolaan retribusi pasar di Kabupaten Dairi memiliki kinerja yang belum efisien, belum efektif dan produktivitas tenaga kerja yang masih rendah. Potensi retribusi pasar pada periode analisis sebesar Rp266.258.200. Peta SWOT dengan nilai rata-rata berada pada kuadran 1 dengan matrik SWOT berada pada strategi S/O yang berarti Kantor Pasar Kabupaten Dairi masih memiliki kekuatan untuk rnemanfaatkan pehang yang ada, sedangkan nilai SWOT berdasarkan nilai penyesuaian berada pada kuadran 2 dengan matrik SWOT STT yang berarti masih dapat rnernanfaatkan kekuatan sekaligus menghindari ancaman. Untuk meningkatkan efisiensi kinerja Kantor Pasar maka perlu dilakukan penyesuaian pengeluaran terutama pada biaya petugas dan biaya kantor. Efektivitas dapat ditingkatkan melalui suatu kerja keras dalam memungut retribusi sesuai dengan potensi retribusi pasar yang ada. Upaya menggali potensi baru melalui pembangunan pasar baru, pengembangan pasar yang telah ada dan pengembangan fasititas pendukung masih dimung kin kan.

The research objective is to analyze the performance of Local Market Service in optimizing market retribution in Dairi Regency. The performance is analized using the analysis of efficiency, effectiveness and productivity of the employee with secondary data, while the primary data is used to analyze the factors of strength, weakness, opportunity and threat facing the Local Market service making use of SWOT analysis. SWOT analysis is employed to formulate strategic policy in the future. The market retribution potensial is calculate to find out the capability of market retribution may be collected. Based on the results of the analysis it can be concluded that the performance of the market retribution managementof Dairi Regency was not efficient, effective and the productivity of the employee is still low. The Market retribution potential in the period of analysis is Rp266.258.200. The SWOT map with the adjustment value is in the quadrant 1 with the SWOT matrix in the strategy S/O. It means that the Local Market Service of Dairi Regency still has the strength to make use of the exiting opportunity. The SWOT map with avarage is in the quadrant 2 with the SWOT matrix in the strategy S/T. It means that the Local Market Service of Dairi Regency still has the strength to evasive threat. The adjustment of the expense, expecially officer and ofice cost is conducted to improve the efficient of the performance of the Local Market Service. The effectiveness can be improve by working hard in collecting the retribution considering the existing market retribution potentials. The effort to explore new potentials by preparing new market, the development of the existing market and the possible supporting facilities.
