Persepsi dan partisipasi LMDH terhadap sistem PHBM penting untuk dipahami karena masyarakat merupakan salah satu aktor utama dalam implementasi PHBM. Penelitian ini bertujuan untuk mengetahui persepsi LMDH terhadap sistem PHBM, mengetahui tingkat partisipasi LMDH pada implementasi PHBM, dan mengetahui harapan LMDH untuk keberlanjutan sistem PHBM. Penelitian ini dilakukan di Desa Sidodadi dan di wilayah RPH Gemuh Singkalan, BKPH Kalibodri, KPH Kendal. Dalam penelitian ini digunakan metode survei dan teknik pengambilan data dilakukan melalui wawancara dan dokumentasi. Dari hasil penelitian dapat diketahui bahwa persepsi LMDH Mugi Widodo terhadap sistem PHBM berbeda-beda, persepsi terbanyak yaitu masyarakat menilai PHBM sebagai kerjasama antara Pihak Perhutani dengan masyarakat. Persepsi ini dapat mempengaruhi partisipasi LMDH dalam implementasi PHBM. Tingkat partisipasi LMDH Mugi Widodo termasuk dalam kategori sedang, hal ini disebabkan kurangnya kesadaran anggota itu sendiri untuk berpartisipasi serta kurangnya komunikasi antara anggota dengan pengurus. Sedangkan menurut tingkatan partisipasi Hobley, termasuk dalam tingkatan partisipasi interaktif, dengan karakteristik dimana masyarakat menganalisa bersama mengenai pengembangan perencanaan aksi dan pembentukan lembaga lokal dalam sistem PHBM. Harapan LMDH untuk keberlanjutan sistem PHBM ini, yaitu koordinasi dan komunikasi antara LMDH dengan Pihak Perhutani lebih ditingkatkan, pendampingan lebih diperketat, dan lebih transparan dalam penyampaian laporan kegiatan dan keuangan.

Perception and participation of LMDH towards the Joint Forest Management (PHBM) system is important to understand because community is one of the main actors in implementing PHBM. This research aims to identify the perception of LMDH towards PHBM system, the participation level of LMDH towards the implementation of PHBM, and the expectation of LMDH for the sustainability of PHBM program. The research was conducted in Sidodadi village and in the area of RPH Gemuh Singkalan, BKPH Kalibodri, KPH Kendal. In this research, survey method was used, and the data collection was conducted through interview and documentation. Based on the result of this research, the perception of LMDH Mugi Widodo towards PHBM system are heterogenous, in which the most perception is that community saw PHBM as the partnership between Perhutani and community. This perception could influence the participation of LMDH in PHBM implementation. The participation level of LMDH Mugi Widodo is included into the middle category, which is caused by the lack of awareness of its members to participate and the lack of communication between members and officials. According to Hobley participation level, the participation level of LMDH Mugi Widodo belongs to the interactive participation level, in which the community analysed together the development of action plan and local institution establishment in PHBM system. The expectation of LMDH for the sustainability of PHBM system is to have the coordination and communication between LMDH and Perhutani increased, to strengthen the assistance, and to make the activity and financial report more transparent.
