Pergerakan bebas pekerja seharusnya merupakan hal yang baik. Awalnya, hal ini dimaksudkan untuk menggerakkan kembali roda perekonomian yang luluh lantak usai dua perang besar pada awal serta pertengahan abad ke-20. Di atas kertas, dengan banyaknya kesempatan yang terbuka baik untuk pengusaha maupun pencari kerja, fenomena ini terlihat baik. Akan tetapi, sama dengan hal-hal lain, selalu ada pihak-pihak yang terkena dampak negatif, dan dalam hal ini, pekrja lokal lah yang menjadi korban. Mempekerjakan tenaga kerja asing kemudian menjadi populer karena mudah, murah, dan bisa menghasilkan banyak profit. Dalam sepak bola, ada sedikit perbedaan. Mempekerjakan pemain asing tidak serta merta lebih murah, terutama bila ditilik dari sisi gaji yang harus dibayarkan, namun tetap lebih mudah karena sebuah klub tidak perlu susah payah membina seorang pemain dari muda. Biarkan klub kecil yang melakukan pembinaan, dan apabila pemain tersebut sudah tumbuh menjadi pemain yang bagus, klub besar tinggal menyodorkan tawaran uang dalam jumlah besar untuk menggoda si pemain. Contoh paling ekstrem dari praktik ini terjadi di Premier League yang merupakan kompetisi paling elite dari Football League di Inggris. Saat ini, Premier League merupakan kompetisi sepak bola paling populer di dunia, akan tetapi, ada permasalahan yang kemudian muncul dari sini. Sebagai sebuah industri, Premier League masih terus bertumbuh dan tidak ada tanda-tanda akan mengalami penurunan. Namun di sisi lain, tim nasional Inggris yang seharusnya merupakan muara dari segala aktivitas persepakbolaan terus tampil buruk di kompetisi internasional. Untuk itu, Premier League dengan jumlah pemain asing yang makin tak terkendali itu menjadi kambing hitam. Aturan telah dibuat, termasuk aturan izin kerja untuk pemain asing, akan tetapi hasil buruk tak kunjung berhenti menerpa tim nasional. Para pemain lokal masih belum juga terproteksi. Lalu, apa sebenarnya masalah yang terjadi di sini? Apakah aturan yang dibuat seharusnya berbeda? Atau adakah permasalahan lain yang belum kunjung diselesaikan? Skripsi ini akan mencoba menganalisis dan menjelaskan permasalahan yang terdapat pada aturan izin kerja dan mengapa aturan tersebut tidak mampu menjalankan fungsi aslinya.

Free movement of workers was supposed to be a good thing. It was originally intended to jumpstart the economy following two devastating great wars in the early and mid 20th century. It has opened countless opportunities for both employers and job seekers and on paper, it looks good. But like any other case, there is always someone who gets hurt, and in this case, it is the local workers who get hurt. Employing foreign workers is certainly easier to make profit. In most cases, it is cheaper and easier to do so. In football, though, things work rather differently. It is not necessarily cheaper, salary-wise, but it is easier just to grab established foreign players to play for a club. Let the smaller clubs do the development and when a player has matured and become good enough, the bigger clubs will offer huge amount of money to lure the player. The most blatant example of this case happens in the English football league, especially in its most elite competition, the Premier League. While the Premier League of the English football league pyramid is arguably the most popular football league in the world, it has its own problems. As an industry, it keeps on going and has not shown any sign of slowing down. Meanwhile, the national team which is supposed to be the final outcome of any kind of footballing activities, starting from youth development to professional league, cannot seem to go further in international competitions and for that, the amount of foreign players in the Premier League has become a convenient scapegoat. Rules have been made, a work permit rules for foreign players has been enforced, but the bad results keep on coming for the national team. The local players are still not protected. So, what is the real problem here? Should the rules have been different? Or is there another completely different issue yet to be addressed? This paper will try to examine and explain the problems with the work permit rules and why it has not worked as it was intended.
