KEBIJAKAN LUAR NEGERI VIETNAM PASCA PERANG DINGIN (DIANTARA RIVALITAS AMERIKA SERIKAT - CINA) INTISARI Tesis ini membahas mengenai analisis Kebijakan Luar Negeri Vietnam Pasca Perang Dingin (Diantara Rivalitas AS-Cina). Kebijakan luar negeri Vietnam mengalami perubahan dari saat Perang Dingin dengan waktu setelah perang tersebut berakhir. Hal ini berkaitan dengan ideologi komunis yang dianut oleh Vietnam. Perubahan tersebut baik dalam hubungan internasional secara umum maupun dalam hubungan bilateral terutama terhadap dua Negara yaitu Cina dan Amerika Serikat. Tujuan dari tesis ini untuk mengetahui mengapa kebijakan luar negeri Vietnam berubah pasca Perang Dingin terutama terhadap Cina dan AS. Masalah ini cukup menarik karena Vietnam merupakan negara berideologi komunis yang masih bertahan sampai saat ini walaupun terjadi perubahan konstelasi dunia. Selain itu saat Perang Vietnam berlangsung, Vietnam memiliki hubungan yang harmonis dengan Cina dengan dinamika konflik yang terjadi diantara kedua negara sedangkan hubungannya dengan AS saling bermusuhan. Dalam tesis ini pendekatan teori yang digunakan adalah Rational Choice Theory dan The Shadow of the Future Theory.Metode yang digunakan dalam tesis ini adalah metode studi pustaka. Kesimpulan dari tesis ini bahwa Vietnam melakukan perubahan kebijakan luar negeri lebih terbuka karena mulai bersikap pragmatis, tidak lagi berdasar pada kesamaaan ideologi dalam menjalin hubungan dengan negara lain. Faktor utama yang mempengaruhi perubahan kebijakan adalah kepentingan politik dan ekonomi dalam negeri Vietnam. Vietnam tidak ingin mengasingkan diri terhadapa perubahan konstelasi dunia dan arus globalisasi. Kata kunci : Vietnam, perubahan, kebijakan luar negeri, Cina, Amerika Serikat, pasca perang dingin

VIETNAM FOREIGN POLICY POST COLD WAR (AMONG RIVALRY US - CHINA) ABSTRACT This thesis discusses the analysis of Vietnam's Foreign Policy After the Cold War (among Rivalry US-China). Vietnam's foreign policy changes from the Cold War to the time after the war ended. This relates to the communist ideology espoused by Vietnam. Such changes either in international relations generally and in bilateral relations, especially against the two countries, namely China and the United States. The aim of this thesis is to find out why the foreign policy of Vietnam changed post-Cold War especially against China - US. This issue is quite interesting because Vietnam is a communist ideology countries that still survive to this day even though there is a changes in the constellation of the world. Besides constellation that took place during the Vietnam War, Vietnam has a harmonious relationship with China with the dynamics of the conflict between the two countries while the US relationship with each other this thesis relations with the US hostile. In this thesis theoretical approach used Rational Choice Theory and The Shadow of the Future theory. The method used in this thesis is a study method. The conclusion of this thesis that the Vietnamese to change foreign policy more open because it began to be pragmatic, no longer based on similarity ideology in relations with other countries.The main factors that affect policy change is the political and economic interests in the country of Vietnam.
