FUNGSI E-PARLEMEN DALAM MENDUKUNG DEWAN PERWAKILAN RAKYAT DAERAH

Dalam proses demokrasi keterwakilan di Indonesia diperlukan penguatan strategi komunikasi baik kepada internal pemerintahan maupun eksternal kepada masyarakat dan antar pemerintah. Salah satu upayanya adalah dengan pelaksanaan e-Government dengan memanfaatan kemajuan Teknologi Informasi dan Komunikasi berbasis internet yang diimplementasikan dalam proses komunikasi organisasi pemerintahan khususnya pemerintah daerah sebagai penyelenggara pemerintahan di daerah yang otonom. E-Parlemen DPRD DIY merupakan produk e-Government yang diinisiasi oleh pemerintah daerah DIY sebagai wujud nyata peningkatan kualitas komunikasi antara pemerintah dengan warga masyarakat DIY melalui penggunaan aplikasi website yang interaktif. Dengan mengusung tagline "Menjalin Komunikasi Antara Rakyat dengan Wakilnya", Pemerintah DIY memfasilitasi saluran komunikasi politik sebagai media penyampaian informasi dari pemerintah kepada rakyat dan sebaliknya sebagai media penyampaian aspirasi rakyat kepada pemerintah. Melalui 4 tahap analisis data, yaitu: reduksi data, display data, komparasi dan penarikan kesimpulan penelitian ini menganalisis pelaksanaan e-Parlemen DPRD DIY. Hasil penelitian menunjukkan kesimpulan bahwa pencapaian e-Parlemen DPRD DIY yang belum optimal disebabkan oleh beberapa fakta, yaitu: (a) E-Culture yang belum menyentuh sebagian besar masyarakat DIY, berupa masih rendahnya partisipasi masyarakat (0,044% dari pengguna intenet di DIY atau 0,033% dari jumlah penduduk DIY) dan kurangnya pemanfaatan e-Parlemen oleh anggota dewan itu sendiri (2) Sumber daya manusia yang terbatas, berupa rendahnya kualitas dan kuantitas pengelola e-Parlemen, (3) Sumber daya lain yang terbatas seperti pendanaan (budgeting), sarana dan prasarana, serta penggunaan teknologi yang kurang interaktif. Dibutuhkan komitmen yang lebih kuat dari DPRD DIY untuk menjawab tantangan diatas demi mewujudkan tata kelola pemerintahan daerah yang baik (good local governance).

Representative democracy in Indonesia needs the communication strategy, both to internal and external, governance to the people and also to the other governments. One of its efforts is the implementation of e-Government by utilizing advances in internet-based communication and information technology are implemented in the communication process, especially government organizations as providers of local government administration in the autonomous region. E-Parliament DPRD DIY is a product of e-Government, initiated by the local government of DIY as a tangible improvement of the communication process between government and citizens use an interactive web applications. By carrying the tagline "Menjalin Komunikasi Antara Rakyat dengan Wakilnya" (Establishing Communications Between the People with his Deputy), the Government of DIY facilitating political communication channel to deliver information from the government to the people and to deliver the people aspirations to the government. Through four stages of data analysis: data reduction, data display, comparison and conclusion, this reseach analyzed the implementation of the e-Parliament DPRD DIY. The results showed the achievement of the e-Parliament DPRD DIY is not optimal due to several facts: (a) E-Culture has not touched most DIY people, low community participation (0.044% of users intenet in DIY or 0,033 % of the population of DIY) and lack of utilization of e-Parliament by members of DPRD DIY (2) human resources are limited, such as low quality and quantity from the employees of e-Parliament, (3) other resources are limited such as budgeting, facilities and infrastructure, and less interactive communication technology. Need a stronger commitment from the DPRD DIY to answer the challenges above to get level of good local governance.
