IMPLEMENTASI KEBIJAKAN UNIVERSITAS DIPONEGORO DALAM MEMBANGUN REPOSITORI INSTITUSI

Penelitian ini bertujuan untuk mengetahui implementasi kebijakan Universitas Diponegoro dalam membangun repositori institusi. Teori yang digunakan pada penelitian ini yaitu teori kebijakan publik dan teori repositori institusi. Penelitian ini menggunakan metode kualitatif dengan jenis pendekatan deskriptif analitik. Metode pengumpulan data yang digunakan adalah obsevasi, wawancara, dan teknik dokumentasi. Jumlah informan dalam penelitian ini sebanyak empat orang, yang berkewenangan dan mempunyai kapasitas pengalaman terkait repositori institusi UNDIP. Hasil dari penelitian menunjukkan bahwa kebijakan UNDIP terkait repositori institusi, dibuat melalui surat keputusan Rektor UNDIP nomor: 1701/UN7.P/HK/2014. Kebijakan diimplementasikan melalui pendekatan rasional top-down. Putusan bertindak didominasi oleh keinginan implementor yaitu Rektor, kemudian di koordinasikan melalui UPT Perpustakaan UNDIP kepada tiap admin yang telah diberi kewenangan dalam pengelolaan repositori institusi. Implementasi kebijakan dilihat melalui empat faktor tahapan, yaitu: komunikasi, sumber daya, sikap pelaksana, dan struktur. Sedangkan untuk melihat implementasi itu berjalan dikaji melalui evaluasi repositori institusi menggunakan DINI certificate tahun 2013. Topik visibilitas dari layanan dan kebijakan sudah memenuhi standar minimum, terkait dukungan dari penulis dan penerbitan, RI UNDIP tidak mempunyai layanan informasi khusus. Pada topik aspek hukum semua menjadi tanggung jawab penulis, tentang keamanan informasi, Indexing dan Interface, statistik, dan jangka panjang ketersediaan sudah sesuai dengan standar minimum untuk menjadi repositori institusi yang baik.

This research aims to determine the implementation policy of Diponegoro University in build the institutional repository. The theory used in this research is public policy theory and the theory of institutional repository. This research used qualitative methods to the type of descriptive analytic approach. Data collection for methods used are; observation, interview and documentation techniques. Number of informants in this study as many as four people, who has authority and has a capacity of related to experience institutional repository of UNDIP. Results of this research showed that policies related to UNDIP institutional repository, created through Rector decree of UNDIP number: 1701 / UN7.P / HK / 2014. The policy is implemented through a top-down rational approach is. Result of dominated by the implementer desire is Rector, then has coordinated through the UPT library of UNDIP, to each staff administration who given authority in the management of institutional repository. Implementation of policies seen through a factor of four stages, namely: communication, resources, executive attitudes, and structures. As for seeing the implementation of the walk is assessed through evaluation of institutional repository using DINI certificate in 2013. Topics visibility of services and policies already meet minimum standards, related to the support of author and publishing, RI UNDIP not have any special information services. On the topic of the legal aspects of all the responsibility of the author, about the security of information, Indexing and Interfaces, statistics, and long-term availability is in compliance with the minimum standards to be a good institutional repository.
