PERAN DINAS PENDAPATAN DAERAH (DISPENDA) DALAM PENGELOLAAN KEUANGAN GUNA MENINGKATKAN KETAHANAN EKONOMI DAERAH (STUDI KASUS DISPENDA KABUPATEN BOGOR)

Faktor keuangan merupakan faktor utama sebagai sumber finansial dalam penyelenggaraan pemerintahan. Pendapatan daerah adalah penyumbang terbesar keuangan daerah. Penerimaan pendapatan daerah merupakan motor penggerak kehidupan ekonomi masyarakat yang merupakan sarana yang nyata bagi pemerintah untuk mampu menyediakan berbagai prasarana ekonomi berupa jalan, jembatan, fasilitas pendidikan, fasilitas kesehatan, fasilitas keamanan dan berbagai kepentingan lainnya yang ditujukan untuk kesejahteraan masyarakat. Dinas Pendapatan Daerah (Dispenda) bertanggung jawab atas keberhasilan penerimaan pendapatan daerah. Pendapatan daerah yang baik berperan besar pada ketahanan ekonomi suatu daerah. Penelitian ini bertujuan untuk mengetahui peran Dinas Pendapatan Daerah (Dispenda) dalam mengelola keuangan di Kabupaten Bogor, dan untuk mengetahui optimalisasi peran Dispenda dalam meningkatkan ketahanan ekonomi daerah Kabupaten Bogor. Metode penelitian yang digunakan adalah metode penelitian kualitatif dengan pengumpulan data melalui observasi, wawancara dan studi pustaka. Penelitian ini dilakukan di Dinas Pendapatan Daerah (Dispenda) Kabupaten Bogor. Informan dalam penelitian ini adalah Aparatur Dispenda dan masyarakat Kabupaten Bogor. Hasil penelitian menunjukan bahwa komposisi penerimaan pendapatan daerah dalam APBD adalah sebesar 84,56%, dengan persentase diatas 50% ini menunjukan bahwa Kabupaten Bogor tergolong mandiri di sisi pendapatan daerahnya. Peningkatan penerimaan pendapatan daerah tidak lepas dari peran besar Dispenda sebagai pengelola. Pendapatan daerah selanjutnya akan digunakan untuk pembangunan Kabupaten Bogor demi meningkatkan kesejahteraan masyarakat daerah. Keberhasilan meningkatkan kesejahteraan masyarakat daerah secara tidak langsung akan menunjukan ketahanan ekonomi daerah Kabupaten Bogor.

The financial factor is a major factor as financial sources in the Government. The income of the region is the largest financial contributor to the region. Admissions income area is its driving force in economic life of the community that is the real means for the Government to be able to provide a variety of economic infrastructure in the form of roads, bridges, educational facilities, health facilities, on-site security and a variety of other interests that are devoted to the welfare of society. Revenue Service area (Dispenda) is responsible for the success of the receipt of the revenue of the region. A good area income plays a major role in the economic resilience of an area. This research aims to know the role of the regional Income Agency (Dispenda) in managing finance in Bogor regency, and to find out the optimization of the role of Dispenda in improving the regional economic resilience of Bogor regency. Research methods used are qualitative research methods by collecting data through observation, interviews and literature study. This research was conducted at the Office of the regional Income (Dispenda) Bogor regency. Informants in this study was Dispenda Apparatus and Bogor regency society.Research methods used are qualitative research methods by collecting data through observation, interviews and literature study. Research results show that the composition of the receipt of income is in the area of 84,56%, with a percentage above 50% indicates that the Bogor district belongs to the income side in its territory. The increased acceptance of the income area of the large role of Dispenda as the Manager. The next area of income will be used for the construction of the Bogor regency in order to improve the welfare of society. The success of improving the welfare of the Community area is indirectly will show the economic resilience of the Bogor regency area.
