Penulisan tesis ini bertujuan untuk mengetahui, bagaimana Efektifitas hak veto presiden dalam konstruksi tata pemerintahan di Indonesia Berdasarkan undang-undang dasar negara republik Indonesia tahun 1945. Bagaimana hak veto itu dapat dikatakan efektif dan bagaimana peranan hak veto dalam mewujudkan pemerintahan yang checks and balances antara eksekutif dengan legislatif. Metode penelitian yang digunakan dalam penulisan tesis ini adalah metode yuridis normatif, yaitu penelitian yang dilakukan dengan cara meneliti bahan hukum yang merupakan data sekunder atau disebut dengan penelitian kepustakaan (library research). Untuk menunjang dan melengkapi data sekunder tersebut, maka peneliti melakukan pula penelitian lapangan dengan cara melakukan wawancara kepada narasumber yang ahli di bidangnya, penelitian ini sering pula disebut penelitian yang bersifat sosiolegal, yaitu penelitian yang menggabungkan antara pendekatan hukum dan pendekatan sosial. Berdasarkan hasil penelitian dan pembahasan, “Hak Veto Presiden dalam Konstruksi Tata Pemerintahan di Indonesia Berdasarkan Undang-Undang Dasar Negara Republik Indonesia Tahun 1945.” Sudah barang tentu yang menjadi permasalahan yang pertama adalah Efektifitas Hak Veto Presiden dalam Sistem Tata Pemerintahan di Indonesia Berdasarkan UUD NRI Tahun 1945? tolak ukur hak veto dapat di katakan efektif bilamana, hak veto tersebut di gunakan pada saat yang tepat, harus mengutamakan kemaslahatan rakyat, dan bila mana hak veto digunakan pada suatu peraturan dan atau perundang-undanga seketika itu langsung berhenti. Tidak dapat diajukan dalam sidang umum DPR masa itu. Dengan begitu hak veto dapat dikatakan berjalan efektif. Permasalahan kedua Pengaruh Hak Veto Presiden dalam mencapai pemerintahan yang Checks and Balances. Hak veto presiden sangat menunjang sekali terkait dengan mekanisme checks and balances, namun jika diimbangi juga sebagai anggota leges latif/parlemen DPR juga hendaknya memiliki hak veto agar lebih menyeimbangkan ketika presiden tidak mau mengesahkan RUU yang sudah disetujui bersama dengan alasan pribadi bahkan kelompok dan atau golongan. Dengan demikian sudah barang tentu jalannya roda pemerintahan akan dapat berjalan secara selaras, seimbang, dan selalu beriringan.

The method used in this thesis is a normative juridical methods, the research done by examining the legal material which is referred to as secondary data or library research (library research).
