Potensi, kinerja dan kontribusi retribusi pasar terhadap pendapatan asli daerah di Kabupaten Kendal

Dalam upaya mengurangi ketergantungan keuangan pemerintah daerah kepada pemerintah pusat dapat dilakukan dengan peningkatan pendapatan daerah. Pendapatan Asli Daerah (PAD) terdiri dari hasil pajak daerah, hasil retribusi daerah, hasil perusahaan milik daerah dan hasil pengelolaan kekayaan daerah yang dipisahkan dan lain-lain Pendapatan Asli Daerah yang sah. Dari keempat komponen Pendapatan Asli Daerah tersebut ternyata komponen retribusi daerah memberikan kontribusi yang besar terhadap Pendapatan Asli Daerah (PAD) di Kabupaten Kendal. Retribusi pasar merupakan salah satu jenis pungutan retribusi yang potensial dan cukup besar tingkat kontribusinya terhadap retribusi daerah di Kabupaten Kendal tahun anggaran 1999/2000. Penelitian ini dilaksanakan di Kabupaten Kendal dengan tujuan untuk mengetahui potensi retribusi pasar, efisiensi, efektivitas dan elastisitas retribusi pasar, kontribusi/peranan retribusi pasar terhadap Pendapatan Asli Daerah (PAD), klasifikasi posisi unit-unit pasar dan prospek retribusi pasar. Alat analisis yang digunakan adalah pertumbuhan, kontribusi, efektivitas, efisiensi, elastisitas, potensi dan tren eksponensial. Data yang digunakan adalah data sekunder runtut waktu periode tahun 1995/1996 - 1999/2000 yang didapatkan dad Kantor Dinas Pendapatan Daerah, Dinas Pengelola Pasar, Biro Pusat Statistik, dan Kepala Pasar. Dari hasil analisis dapat disimpulkan bahwa potensi retribusi pasar Kabupaten Kendal rata-rata lebih tinggi dari target retribusi pasar. Tingkat efektivitas pemungutan retribusi pasar adalah sebesar 84,65 persen, termasuk dalam katagori efektif. tingkat efisiensi yaitu rata-rata sebesar 53,37 persen, dan elastisitas terhadap PDRB sebesar 0,66 dan terhadap jumlah penduduk sebesar 9,46, sedangkan klasifikasi unit-unit pasar bervariasi dalam tiga kelompok dan prospek retribusi pasar pada tahun 2001 sebesar 1.442.978.964,-

In order to decrease the local government's financial dependence on the central government, some effort might be through increasing the regional income. Regional original income (Local Owned Revenue), consists of the revenues obtained from regional tax, retribution, regional owned enterprise, and separated regional resources management, other valid regional original incomes. Of the four components of the regional original income it is proven that the regional retribution contribute the most to the regional original income in Kendal regency. Market retribution represents one of the potential retribution collections and good contribute to the regional retribution of Kendal regency in the fiscal year 1999/2000. The study is conducted in Kendal regency and its objective is to investigate the potential of the market retribution, the effectiveness, efficiency and elasticity of the market retribution, the contribution of the market retribution to the regional original income, the units market classification and the prospect of the market retribution. The analysis used is that of growth, contribution, effectiveness, efficiency, elasticity, potential and exponential tren. The data used are secondary time series one of 1995/1996-1999/2000 collected from the Regional Income Board, regional income agency, Regional Market Agency, Central Beureau of Statistic and the Head of the existing markets. The result of the analysis shows that in the period of 1995/1996 — 1999/2000 the Kendal regency potential market was higher than the target. The effectiveness rate of the market retribution collection was 84.65, falling to effective category. The annually efficiency rate was 53.37 percent and the elasticity of PDRB was 0.66 and 9.46 for the pupolation. The contribution of the market retribution to the regional original income was 9.95 percent. Subsequently, the units market classification was variety in three classes and the prospect (projection) of the market retribution in 2001 is Rp 1.442.978.964,-
