KERJASAMA PENDIDIKAN INDONESIA-BELANDA DAN ISU TAHANAN POLITIK 1965 DI INDONESIA, 1970-1979

Penelitian ini mengkaji dugaan keterlibatan psikolog Belanda dan KUN-2-Project dengan isu pembebasan tapol 65 dalam bingkai kerjasama pendidikan Indonesia-Belanda di masa Orde Baru. Studi ini mengarahkan fokus kajian relasi bilateral kedua negara, khususnya dalam wujud kerjasama pendidikan. Sumber-sumber yang digunakan dalam penelitian ini, antara lain dokumen koleksi Anton Regtien, laporan tahunan rektor UGM 1975-1980, koleksi Arsip Sekretariat wakil presiden Sri Sultan Hamengkubuwuno IX dan koleksi inventaris Menteri Negera bidang Ekonomi, Keuangan, dan Industri tahun 1967-1973, berbagai kepustakaan, dan artikel-artikel dari surat kabar serta majalah. Hasil penelitian menunjukkan bahwa kemunculan dugaan tersebut disebabkan oleh. Pertama, keterlibatan dua universitas tempat berkarier sejumlah psikolog yang pernah bergabung pada tim antar-universitas yang ditugaskan pemerintah Indonesia untuk mengujicobakan tes psikologi terhadap tapol 1965. Kedua, saat berada di Indonesia pada Januari 1974, Prof. Dr. J. M. F. Jaspars bertemu dan berbicara dengan Fuad Hassan dan Saparinah Sadli. Keduanya merupakan psikolog dari Fakultas Psikologi UI dan pernah tergabung dalam tim tersebut. Ketiga, Prof. Jaspars bertemu dan berbicara dengan Suwarsih Warnaen, promovendinya dan pernah menjadi salah seorang peserta pelatihan dari Indonesia yang diberangkatkan ke Nijmegen terkait dengan penyelenggaraan KUN-2-project. Saat berada di Nijmegen, ia meminta Prof. Jaspars untuk memberi saran mengenai proyek transmigrasi yang sedang ditanganinya. Keempat, konsentrasi keilmuwan Prof. Dr. J. M. F. Jaspars di bidang psikologi sosial, namun ia menegaskan bahwa tidak satupun penelitian yang ditanganinya mengarah pada proses pembebasan tapol 65.

This study examines the alleged involvement of Dutch psychologists and KUN-2-Project with the issue of 65s political prisoners release in the frame of Indonesian-The Netherlands educational cooperation in the New Order era. This study focus on bilateral relationship between those two countries, especially in the field of education. Sources used in this research are documents of Anton Regtien collection from IISG, rector annual report of UGM in 1975-1980, the Secretariat Archives vice president Sri Sultan Hamengkubuwuno IX and collection inventory of the State Minister of Economics, Finance, and Industry in 1967-1973, various literatures and articles from newspapers as well as magazines. The results showed that the rise of the issue was caused by some reasons. Firstly, the project involved two universities in Indonesia where a number of psychologists who had joined the inter-university team that was assigned by the government of Indonesia to psychological tests to the 1965 political prisoners. Secondly, when Prof. Dr. J. M. F. Jaspars was in Indonesia in January 1974, he met and talked with Fuad Hassan and Saparinah Sadli. Both of them are psychologists from the Faculty of Psychology UI and had joined in that team. Thirdly, He also met and talked with Suwarsih Warnaen, his promovendi and one of Indonesian trainees dispatched to Nijmegen related to the KUN-2-project. While in Nijmegen, she asked Prof. Jaspars to give advise on transmigration project that was being handled by her. Fourthly, the competence of Prof. Dr. J. M. F. Jaspars in social psychology, but he strongly asserted that none of the studies he handled led to the 1965 political prisoners release.
