Setelah diberlakukannya Keppres Nomor 18 Tahun 2000 dalam Implementasi proses pelelangan pengadaan barang/jasa instansi pemerintah diharapkan proses lelang berjalan dengan persaingan yang sehat, profesional dan transparan. Setelah berjalan 2 (dua) tahun keppres ini ternyata belum berjalan sebagaimana mestinya. Oleh karena itu penelitian ini bertujuan untuk mendeskripsikan bagaimana proses pelelangan barang/jasa instansi pemerintah pada proyek PLP Dinas Kimpraswil Kota Pekanbaru tahun 2002, dan untuk mengetahui faktor-faktor apa yang mempengaruhi proses pelelangan tersebut. Metode penelitian yang digunakan adalah deskriptif kualitatif . Penggalian data melalui teknik wawancara mendalam, observasi, dan studi dokumentasi. Variabel-variabel yang digunakan adalah kualitas proses pelelangan barang/jasa instansi pemerintah sebagai variabel pengaruh dan faktor-faktor yang mempengaruhi proses lelang sebagai variabel terpengaruhnya, yang terdiri dari komunikasi antar pelaksana, sumber daya pelaksana, sikap pelaksana, struktur organisasi pelaksana dan strategi kontraktor memenangkan lelang. Kesimpulan penelitian ini adalah Ternyata Implementasi Kebijakan Keppres Nomor 18 Tahun 2000 tentang proses pelelangan barang/jasa instansi pemerintah belum ber jalan sebagaimana mestinya yang disebabkan oleh Tidak adanya kejelasan tentang isi keppres yaitu tidak ada batas minimal dan maksimal harga penawaran, kurangnya komunikasi antar pelaksana serta kurangnya kualitas sumber daya pelaksana kebijakan, dan strategi yang digunakan kontraktor dalam memenangkan proses lelang lebih dominan dipakai cara kerjasama tanpa konlik baik dengan cara yang benar maupun yang menyimpang dari ketentuan yang berlaku. Saran yang penulis usulkan adalah hendaknya diadakan revisi Keppres tentang kejelasan batas minimal dan penawaran yang menguntungkan negara, terendah dan wajar, sehingga konflik antar pelaksana kebijakan dapat diminimalisir. Selanjutnya dibutuhkan peningkatan dalam komunikasi dan sumber daya pelaksana kebijakan, serta sikap pelaksana untuk mematuhi aturan agar dapat mengimplementasikan kebijakan tersebut secara maksimal sesuai dengan tujuan yang diinginkan.

After the endorsement of The President Decision Number. 18, 2000 in the implementation of an auction process in provisioning of goods/service in the government’s instance, it is hopefully that the auction process will be conducted by a fair competition, professional, and transparent. After two years undergoing, the President Decision obviously can not run as we wanted to. Hence, this research is aimed to describe how is the goods/service auction process in the government instance in the PLP Kimpraswil official of Pekanbaru in 2002. And to find out what’s factors affect to the auction. The research method used in this research is descriptive qualitative and data obtained from a thoughtful interview, observation and documentation study. The variables used is quality of the goods/service auction process in the government instance as the affected variable and the affect factors of the Auction Process as the Affected Variable, consist of the communication between the executor, Human Resource, Attitude, and Organization Structure Executor, and the Strategy of the Contractor that Won the Auction. The research conclusion is Obviously, the Implementation of the President Decision Policy Number 18, 200 concerning goods/service auction process in the government instance does not conducted well yet, because it does not clear yet concerning the content of those President Decision, that is there is no minimum and maximum price of the offers, less communication between the executors, also less human resources quality of the policy executors, and the strategy used by the executors in the auction process are more dominantly using a cooperation without any conflict both it’s right or deviated ways from the valid determination. The suggestion proposed by the writer is it will be better if conduct a revision of the President Decision about a clearness in the minimum limit and profitable offers to the country, is the least and properly, so it’s possible to minimize conflict between the policy executors. Furthermore, it’s need a communication and the policy executors human resource improvement, also the executors attitude to obey all regulations so that they able to implement those policy maximally as appropriate with the target we wanted to.
