Undang-undang Nomor 22 Tahun 1999 memberikan otonomi kepada Daerah untuk merencanakan, melaksanakan, mengawasi, mengendalikan dan mengevaluasi kebijakan-kebijakan daerah yang dituangkan dalam berbagai bentuk produk hukum daerah. Biro Hukum Propinsi Riau sebagai instansi yang mempunyai tugas antara lain menyelenggarakan perumusan dan penyusunan produk hukum daerah propinsi Riau dituntut untuk menunjukkan kinerja yang baik dan optimal sesuai dengan tuntutan masyarakat pada era otonomi daerah. Penelitian ini dilakukan di Biro Hukum Propinsi Riau dengan tujuan untuk menganalisa kinerja Biro Hukum serta mengidentifikasi faktor -faktor yang mempengaruhi kinerjanya. Metode penelitian yang digunakan adalah metode penelitian deskriptif-kualitatif dengan teknik pengumpulan data observasi, wawancara dan dokumentasi. Sebagai sumber data adalah pejabat yang menduduki jabatan struktural dan juga para staf. Dari hasil penelitian dan interpretasi ditemukan bahwa kinerja Biro Hukum masih rendah. Hal ini dapat dilihat dari produktivitas yang belum optimal, tingkat adopsi informasi teknologi dan responsibilitas yang masih rendah. Rendahnya kinerja tersebut dipengaruhi oleh faktor struktur organisasi yang masih rendah atau belum berjalan dengan baik serta faktor sumber daya yang masih rendah baik secara kuantitas dan kualitas. Untuk peningkatan kinerja Biro Hukum Propinsi Riau, disarankan perlu memberikan pemahaman yang mendalam akan pentingnya visi-misi Biro Hukum kepada seluruh staf serta sosialisasi dengan mencantumkan visi-misi pada papan kerja yang dapat dilihat dan dibaca oleh semua orang serta membuat uraian tugas untuk para staf. Pimpinan perlu mendelegasikan kewenangan dalam hal membuat keputusan. Hal tersebut perlu didukung oleh pegawai yang profesional yaitu haruslah ada peningkatan pendidikan dan latihan pegawai ke arah yang lebih menunjang dalam bidang pekerjaan. Kemudian pimpinan perlu memberdayakan pegawai yang telah mengikuti diklat dan meningkatkan disiplin pegawai dengan memberi sanksi yang tegas.

The law of 1999 section 22 provide autonomies to the region to draft, implement, supervise, control and evaluate the current policies that have been made by the region in any form of act. The Law agencies of Riau’s Province as the institute that has the duty in making the construction and arrangement of Riau’s ordinance is prosecuted to show a good and optimal work as people’s need in the age of region autonomy or OTONOMI DAERAH (OTDA). This research was made at The Law agencies of Riau’s Province which the purpose is to analyze the work of Law agencies and also to identify the factors that influence their work. Descriptive-qualitative methods were used in this research with the observation, interview, and documentation technique to gain the whole and complete data. Data source were derived from the structural official and also the staffs. From the results of interpretation and researches can be founded that the work of Law Agencies was still lack. Those can be see from the productivities that still not optimal. Besides, adoption of technology information and responsibility that still lack. Those lack ness were came from the improperly and inappropriate organization’s structure and also the lack of resources either quantities or qualities. To increase the work of The Law Agencies of Riau’s Province , the staffs need to be given a good comprehension the importance of The Law agencies’ vision -mission and also socialization by grafting that vision-mission on the job board which can be see and read by anyone then making the job review for all the staff. The leaders need to delegate the authority in making decision. Those have to be supported by professional official i.e. there must be an increased education and training for the official towards to the better and more conducive work ship. And then the leaders need to utilize the trained official and increasing discipline of official by giving an explicit punishment.
