Efektivitas program Diklat pada Badan Diklat Propinsi Kalimantan Tengah :: Kasus Program Diklat Struktural DiklatPim Tk IV

Penelitian ini bertujuan untuk mengetahui efektivitas program Pendidikan dan Pelatihan Kepemimpinan Tingkat IV (Diklatpim Tk.IV) pada Badan Diklat Propinsi Kalimantan Tengah, serta faktor – faktor yang mempengaruhi efektivitas program diklat seperti : tujuan penyelenggaraan diklat, Kurikulum Diklat dan evaluasi. Efektivitas program diklat ini diukur dari kuantitas (hasil) lulusan. Metode yang penelitian yang digunakan adalah deskriptif kualitatif untuk menggambarkan subyek/objek penelitian berdasarkan fakta – fakta yang tampak atau sebagaimana adanya. Tekhnik pengumpulan data berupa data primer dilakukan dengan tekhnik wawancara dan pengumpulan data – data skunder, sedangkan data pendukung lainnya diperoleh dari bermacam –macam sumber, yaitu dokumen – dokumen yang relevan dan informasi yang relevan dengan topik penelitian ini. Hasil penelitian menunjukkan bahwa program pendidikan dan pelatihan struktural Diklatpim Tk.IV secara kuantitas adalah efektif, secara kualitas juga efektif, karena dari variabel yang digunakan, yaitu dengan membandingkan antara kemampuan alumni Diklatpim Tk.IV baik sebelum maupun sesudah mengikuti diklat dapat menunjukkan perubahan kemampuan yang berarti. Sedangkan untuk perubahan sikap sebelum dan sesudah mengikuti diklat, alumni Diklatpim Tk.IV cenderung tidak berubah hal ini terlihat dari penyelesaian pekerjaan yang tidak tepat waktu dan disiplin yang kurang baik sebelum maupun sesudah mengikuti diklat. Hal tersebut dikarenakan faktor yang mempengaruhi efektivitas seperti : tujuan dari penyelenggaraan diklat yang kurang jelas, kurikulum diklat yang kurang sesuai dan evaluasi yang tidak berkelanjutan sehingga terkesan evaluasi membias. Selain itu para peserta mengikuti diklat cenderung hanya sebagai formalitas guna menduduki jabatan eselon IV yang wajib diikuti. Masalah tersebut terjadi dikarenakan dalam perencanaan program diklat tidak berawal dari analisis kebutuhan diklat (Training Needs Assessement). Lemahnya analisis kebutuhan diklat sehingga menyebabkan tujuan diklat, kurikulum dan evaluasi kurang mendapat perhatian yang serius, dimana pada akhirnya berpengaruh besar terhadap efektivitas program diklat. Evaluasi yang dilakukanpun cenderung tidak mengarah pada dampak diklat, namun hanya evaluasi pengisian angket saja Penelitian ini juga merekomendasikan perlu dilakukan penilaian/perkiraan kebutuhan pendidikan dan pelatihan (Training Needs Assesment) sebelum pendidikan dan pelatihan dilaksanakan, agar diketahui tujuan program diklat yang spesifik, mengenai kurikulum yang digunakan, evaluasi hendaknya berkelanjutan dan menyeluruh guna mengetahui kelemahan dan kekurangan dalam pelaksanaan diklat, serta evaluasi dampak perlu dilakukan agar diketahui berhasil atau tidak suatu program, sehingga terwujud program diklat yang efektif.

This study is to understand effectiveness of Training and Education Program performance on level IV leadership (Diklatpim Tk.IV) in Board of Training and Education of Central Kalimantan, and factors which affect the effectiveness of performing the Training and Education Program, such as, goal to perform the Training and Education Program, curriculum of Training and Education Program and evaluation. The effectiveness of Training and Education Program performance was measured from quantity (out come) of graduation. Study method used was descriptive – qualitative method for illustrating objects/subjects of study based on resulting facts or as original. Techniques of data collections were that primary data were collected by interview and secondary data were also done by interview, while other support data were collected from various sources,such as, relevant documents and information to this topic of study. The results of study indicated that the performance of structural Training and Education Program of Diklatpim Tk.IV quantitatively was effective, qualitatively was also effective, because the variables used, comparing ability of alumni from Diklatpim Tk.IV, both before and after following Training and Education Program, could show changes in meaningful ability. While changes in attitude before and after following Training and Education Program, the alumni of Diklatpim Tk.IV tended to not change, It was seen from completion of job which was not on time and less disciplined before and after following the Training and Education Program.It was caused by factors which affected effectiveness, such as : less clear goal of performance of Training and Education Program, less consistent curriculum of Training and Education Program, and non-continuous evaluation so that it was impressed that the evaluation was biased. In addition, the participants following the Training and Education program tended to be formality to position the job of echelon IV which had to be followed. The problems took place because plan of Training and Education Program performance did not start from analysis of Training Needs Assessment. The analysis of Training Needs Assessment was weak so that it made the goal of Training and Education Program, curriculum and evaluation less to be considered seriously, where, finally it widely affected the effectiveness of Training and Education Program performance. The taken evaluation tended to not lead to impact of Training and Education Program, but only avaluation of questionnaires completion. This study also recommends that it is necessary to evaluate/estimate Training Needs Assesment before education and training are done, in order to understand goal of specific Training and Education Program ; as for curicullum used, evaluation should be comtinuous and complete to understand disadvantages and advantages in performing the Taining and Education Program, and evaluation of impact needs to be done, in order to understand failure or success in a program, so that an effetive performance of Training and Education Program is realized.
