THE ADMINISTRATION SYSTEM AND ITS OBSTACLES IN CENTER FOR ASIA PACIFIC STUDIES

Pusat studi di lingkungan UGM adalah sebuah lembaga penelitian yang berada dibawah naungan Lembaga Penelitian dan Pengabdian Masyarakat Universitas Gadjah Mada. Salah satu pusat studi yang berada dibawah naungan LPPM adalah Pusat Studi Asia Pasifik. Peran pusat studi Asia Pasifik adalah sebagai lembaga penelitian tentang budaya dan masyarakat di area Asia dan Pasifik. Tujuan dari penulisan tugas akhir ini adalah untuk mengetahui tentang profil Pusat Studi Asia Pasifik Universitas Gadjah Mada, untuk mengetahui proses sistem administrasi di Pusat Studi Asia Pasifik Universitas Gadjah Mada dan untuk mengidentifikasi hambatan serta masalah di Pusat Studi Asia Pasifik Universitas Gadjah Mada. Metode penelitian yang digunakan dalam penulisan tugas akhir ini adalah metode pengumpulan data meliputi metode partisipasi observasi dan observasi secara langsung serta metode interview. Metode pastisipasi observasi, penulis melakukan observasi tentang sistem administrasi di Pusat Studi Asia Pasifik UGM. Metode observasi langsung, penulis menjadi administrasi kantor dan humas. Selain itu, penulis juga mewawancarai staff administrasi. Penelitian ini dilakukan di Pusat Studi Asia Pasifik Universitas Gadjah Mada. Hasil analisa yang dilakukan di pusat studi tersebut menunjukkan ketidaksesuaian dengan standart ideal struktur organisasi. Dimana, sistem administrasi di pusat studi asia pasifik memiliki peran ganda dalam melakukan tugasnya. Hal itu terjadi karena tidak adanya SK rektor mengenai perekrutan tenaga kerja ahli yaang spesifik. Hal ini akan lebih baik jika pihak rektor segera mengeluarkan SK perekrutan tenaga kerja ahli. Dengan ini, akan memenuhi standar struktur organisasi yang ideal.

The study centers in the vanity of UGM as instituions of research are all under the management of LPPM (Lembaga Penelitian Dan Pengabdian Kepada Masyarakat / The Institution of Research anf Community Service) UGM. One of those study centers is the Center for Asia Pacific Studies. The role of CAPS Universitas Gadjah Mada is as an institution of research about culture and society in Asia and Pacific region. The purpose of this graduating paper is to explain about the profile of Center of Asia Pacific Studies Universitas Gadjah Mada, to study the administration system in the Center for Asia Pacific Studies Universitas Gadjah Mada and to identify the obstacles in the Center of Asia Pacific Studies, Universitas Gadjah Mada, in dealing with their daily responsibility. The methods of study used in the paper include participant observation, direct observation and interview. Participant observation was conducted by doing internship program as administrative officer and public relation officer in Center for Asia Pacific Studies UGM. Direct observation was conducted by observing the office of CAPS and the administration system. Interview was conducted to the staff of administration and public relation in CAPS UGM During internship program from 1st February 2016 until 31st March 2016 the research was conducted in Center for Asia Pacific Studies Universitas Gadjah Mada. The result of research shows a discrepancy of administration system in CAPS to the standard of organizational structure although there is no theory of ideal organization structure. Whereas, administration system in CAPS has double roles as public relation officer, human resources development and financial division. This happens because there is no decree of rector about recruitment of specific division. This thing will be better if the rector will be outgoing decree of recruitment the expert division. With this, organizational structure in CAPS will be the organizational structure ideal
