Indonesia sebagai salah-satu negara penghasil Bahan Bakar Minyak (BBM) di dunia dan BBM menjadi salah satu sumber utama perhitungan Anggaran Pendapatan dan Belanja Nenara (APBN), telah menjadjkan setiap persoalan yang berkaitan dengan BBM selalu kental dengan dimensi politik. Dana Subsidi BBM sebagai kompensasi dari kenaikan harga BBM yang diperuntukkan bagi golongan ekonomi lemah, melalui Koperasi dan Lembaga Keuangan Mikro, mendapat sorotan tajam menyangkut akurasi pendistribusiannya. Kelompok Ketja (POKJA) yang dibentuk dan memililci otoritas identifikasi, penentuan, atas penyaluran, dan pengawasan, atas dana tersebut, yang terdiri atas unsur birokrat, akademisi, perbankan, tokoh masyarakat atau agama, dan lembaga swadaya masyarakat, ditengarai mengandung potensi kelemahan. Penelitian im' bertujuan untuk mengetahui dan memahami kebijakan penyaluran subsidi BBM kepada Koperasi dan Lembaga Keuangan Mikro khususnya di Kabupaten Garut, dengan memakai metode deskn'psif analisis. Teknis pengumpulan data dilakukan dengan menggunakan pendekatan gabungan antara probability dan teknjk snowball dengan bantuan key-informan. Pertimbangan penulis memakai bantuan key-informan adalah semata-mata untuk mendapatkan jaminan valitidas informasi atas keberadaan populasi. Data diolah berdasarkan perspektif kebijakan publik dan ekonomi-politik dengan memanfaatkan konsep-konsep implementasi, struktur birokrasi, ketjasama, koordinasi dan peran. Hasil temuan menunjukkan bahwa terdapat sejumlah indikasi di dalam POKJA, sebagai kurang layak jika ditinjau berdasarkan konsep koordinasi, struktur birokrasi, keljasama, dan peran. Koordinasi di dalam POKJA berpotensi mengarah pada suatu hasil yang telah disesuaikan dengan kepentingan- kepentingan berdasarkan kedekatan dengan unsur-unsur POKJA. Struktur birokrasi POKJA tidak menciptakan ruang yang kondusif untuk 'mendudukkan unsur-unsur yang berkompeten, seperti unsur perbankan dalam mengelola aspek keuangan secara sehat. Kerjasama di dalam POKJA cenderung termanipulir sedemikian sehingga, yang pada akhimya lebih menampilkan fenomena persaingan antar unsur POKJA, guna memuluskan jalan bagi koperasi dan lembaga keuangan mikro yang menjadi kliennya. Pemantapan peran, yang merupakan aspek termotivasinya orang untuk berprestasi, di dalam POKJA sama sekali tidak terlihat suasana kondusif bagi terciptanya lcreativitas dan produktivitas bagi individu demi kepentingan organisasi. Dengan demikian laporan hasil sementara yang menggambarkan betapa amat-sangat rendahnya kinelja koperasi dan lembaga keuangan mikro penerima dana, sebagai sesuatu yang tidak terelakkan. Pada masa'-masa mendatang, setiap penyaluran dana kepada koperasi dan lembaga keuangan mikro hendaknya dilakukan berdasarkan kelayakan usaha secara profesional dan dilakukan oleh unsur yang kompeten dalam bidangnya. Besamya tekanan atau intervensi kekuasaan yang dilakukan pihak-pihak tenentu yang sifatnya pomaksaan harus segera dihapuskan.

Indonesia is one of the petroleum producers in the world and petrol is one of the main factor on the calculation of the National State Budget. It has become every problem related to the petroleum is always slightly viewed with political dimension. The subsidiary for gas and petroleum as compensation for the petrol price hike, which was aimed at the low economic group, via Cooperative and the Micro Financial Institution, has drawn attention concerning the accurateness of the distribution. The work group (Kelompok Kerja - POKJA) which has been established and equipped with the authority for identification, decision making on the distribution and the supervision, on the subsidiary itself and consisted of the bureaucracy, academician, bankers, religion and public figures, and also the non-govemment organization, was detected to contain the weakening potentials. This research is aimed at knowing and understanding the policy of Oil Compensation distribution to the Cooperatives and the Micro Financial Institution in Garut Regency, using the descriptive analytic method. The data collection was carried out using the combination approach between probability and the snowball techniques with the help of the key-informant. The reason to use the key-informant was that the writer could get the validity assurance of the information on the population existence. The data was processed in the view point of the public and economic-political policies using the implementation concept, bureaucracy structure, cooperation, coordination and the roles. The findings show that there have been numbers of indications in POKJA, as being unfeasible seen from the view point of the concepts of coordination, bureaucracy structure, cooperation, and roles. The coordination inside the POKJA had a tendency to be directed toward certain interests based on the close relation among each member in POKJA. The bureaucracy structure inside the POKJA did not create the conducive space to settle the competent members, such as bankers to well manage the financial affairs. The cooperation in POKJA tended to be manipulated so as to raise the condition of a competition, among each member in the POKJA, to smooth the way for the cooperation or micro financial institution as their clients. The establishment of the roles in POKJA, which has become the motivating aspect for the successful person, did not indicate any conducive situation which motivated individual’s creativity and productivity for the interest of the organization. Therefore the result of temporary report showing that the performance of the cooperative and the micro financial institution receiving the fund is poor, had become something inevitable. In the future, every distribution of fund to the cooperative and the micro financial institution should be implemented based on the professional industrious feasibility and carried out by the professional competent members. The huge repression or intervention of the authority given by certain parties which was compelling should be eliminated.
