EVALUASI KESESUAIAN PROGRAM PRMBANGUNAN DESA WISATA CANDIREJO TERHADAP PROGRAM KAWASAN STRATEGIS NASIONAL BOROBUDUR

Penelitian ini bertujuan untuk mengevaluasi kesesuaian program pembangunan desa wisata Candirejo terhadap program Kawasan Strategis Nasional Borobudur. Tujuan itu dioperasionalkan kedalam tiga tujuan rinci yaitu: 1) Mendeskripsikan program pembangunan Desa Candirejo dan program Kawasan Strategis Nasional Borobudur, 2) Merumuskan kesesuaian program pembangunan Desa Candirejo terhadap program KSN Borobudur, 3) Mengidentifikasi faktor - faktor yang mempengaruhi implementasi program pembangunan Desa Candirejo terhadap KSN Borobudur. Teori yang digunakan dalam penelitian adalah teori kebijakan, program pembangunan, kesesuaian dan faktor - faktor yang mempengaruhi implementasi program. Metode penelitian yang digunakan untuk mecapai tujuan penelitian adalah deduktif kualitatif. Teori tersebut diturunkan kedalam variabel dan indikator sebagai acuan dalam pengumpulan data, wawancara dan observasi lapangan. Hasil penelitian menunjukan terdapat program - program pembangunan di Desa Candirejo yang memiliki kesesuaian dengan program dari KSN Borobudur. Program tersebut berupa program yang bersifat pelestarian kebudayaan dan sesuai dengan tujuan dari KSN Borobudur yaitu untuk mewujudkan tata ruang yang berkualitas dalam rangka menjamin pelestarian kebudayaan di Kawasan Borobudur. Selain itu, program pembangunan di Desa Candirejo sudah mengadopsi nilai - nilai pelestarian kebudayaan terkait potensi pariwisata di Desa Candirejo. Namun, kualitas ruang desa belum terjamin keberlanjutannya terkait masalah lingkungan di Desa Candirejo yang sulit diselesaikan. Sedangkan, untuk implementasi program - program di Desa Candirejo diduga kuat dipengaruhi oleh dua faktor penting yaitu komunikasi dan kualitas sumber daya manusia.

The aim of the research is to evaluate the suitability of Candirejo tourism villages development program with "Kawasan Strategis Nasional" Borobudur program. This can be operationalized into three detailed objective: 1) describe the Candirejo tourism villages development program and national strategic area Borobudur program, 2) Formulate the suitability of the Candirejo tourism village development programs to KSN Borbudur programs, 3) Identify factors suspected to be affected the program implementation Candirejo tourism villages on national strategic area Borobudu. The theory that would be used to this research is public policy, program development, suitability and factors which influence policy implementation. Research method that is used to achieve the aim of the research is deductive qualitative. The theory was sentinto the variable and indicators to be used as a guidance for data collection, interview and observation field. The results showed there were programs in Candirejo village have suitable with KSN Borobudur programs. The program about cultural preservation that is appropriate to the objectives of KSN Borobudur is to realize the spatial quality in order to guarantee the preservation of culture in the area of Borobudur Area. On the other hand, the development program in the Candirejo village already adopted the value of cultural preservation related to the potential of tourism in the Candirejo village. However, the spatial quality of the village is not yet assured of sustainability related to environmental issues in the Candirejo village is sticking. Whereas, for the implementation of the Candirejo Vilaage program influenced by two important factors, communication and quality of human resources.
