Kinerja sub dinas pertanian tanaman pangan pada dinas pertanian dan kehutanan kabupaten Sambas dalam memberikan pelayanan kepada petani padi di kabupaten Sambas

Petani padi di Kabupaten Sambas adalah sebanyak 305.352 jiwa(67,84%), dan luas lahan sawah adalah 70.941 ha(11,09%) pada tahun 2000. Dengan tingkat produktivitas padi setiap tahun adalah 2,58 ton/ha, maka rata-rata tingkat kehidupan petani padi relatif masih rendah. Untuk ini peran dari instansi terkait dengan pelayanan kepada petani padi menjadi sangat stratgis. Tujuan penelitian ini adalah; pertama : untuk menilai kinerja Sub.Dinas Pertanian Tanaman Pangan dalam pelayananya baik fisik dan non fisik kepada petani padi; kedua: untuk mengetahui faktorfaktor mempengaruhi kinerja Sub.Dinas Pertanian Tanaman Pangan dalam memberikan pelayanan pertanian kepada petani padi. Penelitian ini menggunakan metode deskriptif, dengan sumber data para pejabat dan staf di lingkup Sub.Dinas Pertanian Tanaman Pangan serta pejabat instansi terkait lainnya.Teknik pengumpulan data dalam penelitian ini yaitu wawancara mendalam (indepth interviu), dokumentasi(documentation), dan observasi(observation). Untuk menganalisis data digunakan teknik analisis deskriptif kualitatif dengan maksud untuk menggambarkan fenomena tertentu secara lebih konkrit dan terperinci. Hasil penelitian ini ditemukan bahwa kinerja Sub.Dinas Pertanian Tanaman Pangan adalah rendah. Pelayanan pertanian yang diberikan terhadap petani padi tidak akuntabel, tidak responsif, dan tidak berorientasi terhadap pelayanan kepada petani padi. Faktorfaktor yang mempengaruhi rendahnya kinerja tersebut adalah faktor visi-misi, visi –misi tidak dijadikan acuan untuk memberikan pelayanan kepada petani padi; faktor kepemimpinan, kepemimpinan instansi ini bergaya direktif yang cenderung otoriter; faktor sistem insentif, penerapan sistem insentif tidak transparan, tidak adil, dan tidak tepat sasaran; faktor kerjasama tim, kerjasama tim yang dibangun tidak terkoordinasi dengan baik dan tidak terpadu, dalam lingkup instansi maupun terhadap instansi terkait lainnya. Agar kinerja Sub.Dinas Pertanian Tanaman Pangan memperoleh hasil yang baik, disarankan; pertama: pelayanan pertanian mengacu pada visi-misi; kedua: perlu reorientasi pelayanan dari berdasarkan peraturan dan perintah atasan, ke orientasi terhadap pelayanan kepada petani padi; ketiga, penerapan sistem insentif harus transparan, adil, dan tepat sasaran; keempat: kerjasama tim harus terkoordinasi dan terpadu, baik dalam lingkup instansi, maupun dengan instansi terkait lainnya

The presant community in the Sambas Regency of West Kalimantan takes 67,84 % of the 305.352 of the total population in the regency. In 2002 the production area covers 70.941 hectares or 11,09 % of the overall Regency’s area. The peasants produce only 2,56 tons per year and this number evidences the low rate of their life. To increase the life of the peasants needs a more active role from related agency in the regency. Local goverment office which takes responsibility for the development of agricultural sector is Sub. Dinas Pertanian Tanaman Pangan (Food and Agricultural Office). a division of Forestry and Agrecultural Office of the regency. Looking at the fact of the low level of prosperity life of farmer in Sambas regency in one hand, and the function of Food and Agricultural Office at the other hand, this research is the signed to; first: to evaluate the ferformance of local Food and Agricultural Office in giving both physic and no physic service for the farmer, and second: to see the factors influence the ferformance of local Food and Agricultural Office workers while doing service for the farmer. The method used in the research was descriptive. The data were taken from the respondent, the structural and functional staffs of Food and Agricultural Office of Sambas regency. To complete the data, information was obtained from documentation, in-depth interview and observation. The technique of descritive – qualitative analysis was used to analyze the data in order to describe the specific phenomenon of findings more concrete and comprehensive. The finding of the research shows that the ferformance of Food and Agricultural Office of Sambas regency is low. The service given to nthe farmer can be classified as unaccountable, not responsive, and with no orie ntation service for the farmer. The factors influence the low performance of the office are: vision and mission factor, (it does not become reference in giving service), leadership factor (the leadership models tens to be authoritarian), incentive system(the apply of incentive is not fair, not transparent, and out of target), teamwork factor(there is no good intern office coordination, and no good network with other office in the regency). Based on the findings, its recommended that, firts: the services given for the farmer must be basesd on the vision and mission of the office, second:working reorientation is needed, that is changing from the service based on regulation and order to orientation of giving service for the farmer, third: the apply of incentive system must be transparent, fair and on target, fourth: teamwork developed should be in good coordinatian, both intern office and with another office of public service.
