In general, this study is objected to intensively and comprehensively examine and describe various aspects related to the implications of organizational structure changes to the bureaucracy performance in the Society Endorsement Committee (Bapemas) of East Java Province. According to the formulated subjects that emphasize on the meaning and process in the research implementation, then this study was using a qualitative approach. The purpose is to make the revealed subjects to be comprehensive and intensive beside of naturalness and objectivity, without any interventions from outsiders, particularly of the author. By means of the study, then we could explain more details the appropriate plot chronologically, therefore the final results would provide recommendation for the executioners of organizational structure changes policy in order to reformulate their policies. The thesis would attempt to answer the implication problems of organizational structure changes to the bureaucracy performance in the Society Endorsement Committee of East Java Province. The problem formulation starts with a discussion on the appearing phenomenon of bureaucracy performance after the organizational structure changes, changes either on the program objectives or projects, which became effective and more efficient, employees placement and promotion whether been based on formation and education, and the possessed skills. Whether the bureaucracy culture in decision making and delegation of authority have been given to subordinates, and the applied leadership styles and staffs motivation to be the leader responsibilities. The performance of Society Endorsement Committee is highly effective and efficient for reasons that the committee (Bapemas) has duties in governmental operation and developments in society endorsement, Bapemas’ obligation as the facilitator and motivator of society self -supportingship. In accordance with those duties, thus the success level of programs can be seen from the interest among society to actively participate in planning, implementing, and accomplishing the development with contributions of society participation/self -supporting. The effective and efficient performance of Bapemas can be proofed by the relative small amount of development budget expenditures for stimulant assistance, thus it can be earned a large amount of society participation funds. The Human Resources Improvement based on the prevailing rules with accentuation on education, either formal or structural, rank stratification, and seniority, and by directly observing the staffs’ achievements and requisite fulfillment of the stratification, where does not find any associative relation to the leader. The employees’ placement has been arranged according to educational degree and skills beside of applying reward and punishment mechanisms. The Bureaucracy Culture in decision making is performed through deliberation and discussed with staffs to obtain appropriate results that accommodate the people. The staffs begin to realize that they are servants of people, therefore the civil service has improved, which proofed at the absence of leader, dispositions or signings can be done by subordinate leader. The leadership style tends to be transformational in democratic direction and does not always ask for services. Decision making together with staffs in solving problems is expected to be, first, staffs could understand the problems and solutions straightaway; second, get involved in brain storming discussion; and third, automatically builds the staffs’ confidence to do their jobs. Delegation of authority is already delegated to the staffs by means of job distribution in their fields, so that they can make such decisions when the leader is unavailable. While motivating the employees, the leader always gives opportunities for his staffs to role, represent their duties and functions, thus he can motivate the staffs to improve themselves and encourage them in decision making. Education and training are required to improve the human resources quality, which require particular consideration/breakthrough from the Bapemas Leader in order to obtain budget for human resources improvement, so that extends the employees’ chance and opportunity of improving their capabilities, which finally would improve the organization performance. The changes in cultural sectors should be emphasized on proportional value development, in terms of proportionality to the civil service, and the culture in decision making and delegation of authority should always be emphasized on people interests, and the leader should always motivate the employees to improve and develop themselves to be better.
