Analisis terhadap kinerja birokrasi sampai saat ini menjadi sangat penting karena memiliki nilai yang amat strategis. Pengukuran kinerja aparatur dapat diterjemahkan sebagai suatu kegiatan evaluasi yang menilai atau melihat keberhasilan dan kegagalan pelaksanaan tugas dan fungsi yang diemban. Di sisi lain pengukuran keberhasilan maupun kegagalan instansi pemerintah dalam menjalankan tugas dan fungsinya sulit dilakukan secara obyektif, disebabkan karena belum diterapkannya sistem pengukuran kinerja yang dapat menginformasikan tingkat keberhasilan secara obyektif dan terukur dari pelaksanaan program-program suatu instansi pemerintah. Tesis ini berjudul Analisis Kinerja Aparatur pada Sekretariat Daerah Propinsi Sulawesi Utara. Tujuan dari penelitian ini adalah untuk mengetahui dan mendeskripsikan kinerja aparatur Sekretariat Daerah Propinsi Sulawesi Utara serta faktor-faktor yang mempengaruhi kinerja aparatur Sekretariat Daerah Propinsi Sulawesi Utara. Data yang digunakan dalam penelitian ini adalah data primer dan data sekunder. Data primer diolah dari hasil pengamatan dan wawancara dengan aparatur pada Sekretariat Daerah Propinsi Sulawesi Utara serta pihak-pihak yang terkait dengan tugas pokok dan fungsi Sekretariat Daerah Propinsi Sulawesi Utara. Sedangkan data sekunder diperoleh dari Sekretariat Daerah Propinsi Sulawesi Utara. Unit analisis dalam penelitian ini adalah Sekretariat Daerah Propinsi Sulawesi Utara sebagai suatu organisasi. Adapun variabel dalam penelitian ini adalah kinerja sebagai variabel dependen; kepemimpinan dan budaya sebagai variabel independen. Metode yang digunakan dalam penelitian ini adalah deskriptif kualitatif. Hasil penelitian ini menunjukkan bahwa kinerja aparatur pada Sekretariat Daerah Propinsi Sulawesi Utara cukup baik. Hal ini dapat dilihat dari indikator efektivitas, kualitas layanan dan responsivitas. Penelitian ini juga menunjukkan bahwa faktor kepemimpinan dan budaya sangat berpengaruh terhadap kinerja aparatur pada Sekretariat Daerah Propinsi Sulawesi Utara. Optimalisasi peran serta kepemimpinan perlu dilakukan untuk memperbaiki / meningkatkan kinerja aparatur pada Sekretariat Daerah Propinsi Sulawesi Utara di masa yang akan datang yaitu melalui keikutsertaan pegawai pada kursus-kursus, pelatihan teknis fungsional dalam bidang tugas menuju aparatur yang profesional.

The analysis to the bureucratic perform is very urgent now because it has strategic values. The apparatus measurement can be translated as an evaluation activity which evaluate or observe the success or the failure of tasks implemented and its functions. In the other hand, this measurement to the govermental authority ‘s perform and its function is difficult to do objectively, because we do not apply the perform’s measurement system yet that can give informations about the level of its objective success and measured from the program perform of administration authority. This thesis was entitled “The Analysis of Apparatus Perform in Regional Secretariat of North Celebes Province”. The aims of the research are to know and to describe the regional Secretariat’s apparatus Perform in North Celebes Province. Data used in this analysis was primary and secondary one. The primary data was processed by the result of our observation and interviewing the apparatus of Regional Secretariat In North Celebes Province and other party which was still interrelated to the main task and function of Regional Secretariat of North Celebes Province. Data used in this analysis was primary and secondary one. The secondary data was obtained by regional Secretariat of North Celebes Province. The analytic unit in this research is Regional Secretariat of North Celebes Province is an organisation. The statistical variabel in the analysis is (the apparatus) perform as a dependent variabel, the leadership and culture are the independent one. The method used in the analisys is qualitative and descriptive. The analysis result shows that the apparatus perform of Regional Secretariat of North Celebes Province is edequate. We can see it by the indicators of effectiveness, the quality of its service and responsiveness. The research shows that the leadership and cultural factors had great effect on the regional Secretariat’s apparatus perform in North Celebes Province. The role and leadership optimalization need to be implemented to improve/inccrease the Regional Secretariat’s apparatus perform in North Celebes Province in the future by sending their officials to take part in the courses, the functional and technical trainnings aimed to make apparatus more profesional.
