Kinerja program pengembangan kecamatan (PPK) :: Studi kasus Kecamatan Muara Tami Kota Jayapura

Kebijakan Program Pengembangan Kecamatan (PPK) di kota Jayapura pada tahun 2003 telah memasuki tahun ketiga. Dari tiga (3) kecamatan penerima PPK, kecamatan Muara Tami merupakan lokasi penelitian. Dimana program PPk di kecamatan Muara Tami relatif lebih baik dan berhasil apabila diliht dari aspek pengembalian, penguatan kelembagaan, pembangunan sarana & prasarana dan kegiatan ekonomi produktif. Penelitian ini bertujuan untuk melihat (1) Bagaimana kinerja PPk di kecamatan Muara Tami, dan (2) Faktor-faktor apa yang mempengaruhi kinerja PPk di kecamatan Muara Tami kota Jayapura. Metode penelitian yang digunakan adalah metode penelitian deskriptif kualitatif dengan teknik pengumpulan data observasi, wawancara dan dokumentasi. Sebagai sumber data adalah pejabat yang menduduki jabatan struktural yang ada kaitannya dengan PPK dari level kota sampai level desa/kelurahan. Sedangkan sebagai key-person adalah kelompok masyarakat penerima bantuan program PPK. Dari hasil analisis dan interpretasi ditemukan bahwa kinerja PPK adalah, pengembalian dana, penguatan kelembagaan desa, terbangunnya sarana dan prasarana dan munculnya kegiatan ekonomi produktif. Atas dasar hasil penelitian di atas disarankan bahwa u7ntuk meningkatkan kinerja PPK : perlu dilakukan sosialisasi tentang apa dan bagaimana PPK kepada masyarakat secara sederhana dan mudah dipahami. Perlu di evaluasi kembali mekanisme yang tepat untuk Papua. Adanya komitmen yang sungguh dari semua pihak untuk meningkatkan kineja PPK. Untuk mengetahui mekanisme PPK untuk Papua yang tepat perlu dilakukan lanjutan penelitian dalam lingkup yang lebih luas

Regency Development Program (PKK) is a government effort to handle the proverty of sociaty in rural area through the increasing of sociaty participation and the increasing of government work in local level. Emplhasized aspect is reinforcement of sociaty participation in making decision to determine the kind of activity which is needed. The implemetation of Regency Development Program in Jayapura in 2002 has entered the third years. Among the three of regency which get Regency Development Program, Regency of Muara Tami becomes location of research from issue of two profiles in implementation of Regency Development Program including its implementation which is success. The study tries to describe: (1) How does PKK work in Regency of Muara Tami; (2) What factors does influence the working of PKK in regency of Muara Tami in Jayapura. Used method in this study is descriptive quantitative method which focuses in problem solving especially the problem which is actual through the colleded data and then data is arranged, expleined, and finally data is analyzed in descriptive approach. The result of the study is the working of PKK is to kenow the correlation between local democratization effort and poverty. PKK is hoped to answer what local democrationzation effort can eliminate factor-factor which cause the difficulty of poverty group in accessing of input. The result of the study shows that the working of PKK is measure from reinforcement or rural institution, the total fund wich is needed and the appropriate facility in effort to support the economy activity, and the continuing ofbusiness group and the increasing of incoming of member group. The result of study also shows that the working of PKK is measued from reinforcement of rural institution, the activity of the facility, the activity of productivity economy, and the returning of found. Based on analysis, working of PKK has showed the successful, especially in reinforcement of rural institution in triggering of sociaty participation in every process of building (planning, doing, and maintaining). From the side of facility, the rural area has been able not only in determining their own need but also in implementing of building activity by the result which is more efficient. From the side of productive economy, PKK gives the more beneficial for sociaty, except in returning the sociaty that it still needs the helping. The working of PKK is influenced by: (1) input factor, including human resource, fund, skill and information which is needed in PKK; (2) process actor, including, socialization and decimation, planning of activity, verification of sugessting, ‘UDKP and musbangdes’; (3) program implementation characteristic process, it is on organization which is formed to do PKK program, and it is characteristic from in regency of Muara Tami three team
