The Policy of Sand Mining Work Structuring in the slope of mount Merapi is very urgent to be done as soon as possible. It is because many regulations are based on mining work. Until now, sand mining work is based on Regional Regulation Regional Province level I Jawa Tengah No. 6 Year 1994 about Excavated Object Mining Work in level c (sand) actually it can not overcome a high violation on sand mining activity. By emerging local autonomy, so the authority of management in sand mining work changes from Province Government / Mining Agency to Government of Magelang Regency by releasing Regional Regulation Magelang Regency No. 19 Year 2000 about The Making of Main Task, Function and Structure of Organization in Technical Institution in The Region of Magelang Regency, it is the making of Energy and Mining Office in Magelang Regency and Regional Regulation Magelang Regency No. 23 Year 2001 about Mining Work License, it is hoped that it will decrease the violation level on sand mining activity in the Merapi slope. The goals of this research is an identification factors which causes problem so need the policy to manage sand mining and choise to recommended policy alternative for reduce causes factors. This research uses Qualitative Descriptive Method by case study approach, the technique of data collection by using documentation study, observation, interview. Then, data is collected and analyzed, doing the assesment by categorizing, relating to the fact to investigate the truth, interpreting and concluding the data. Based on the result of identification in the field, case which causes a high violation on sand mining in Merapi is lacking authority, lacking of controlling and lacking of work opportunity in the village. After the analysis is done by using Franklin Method, Equivalent Alternative Method (EAM) and May Method, it is gotten the alternative policy which is recommended, that is authority increasing policy on Government in Magelang Regency, but ideally its policy is supported by increasing of controlling on sand mining activity in order to know as soon as possible, if there is a violation, so it can take a preventive action as soon as possible, then brooding work opportunity in the village surrounding mining in order to prevent the society in doing sand mining in a prohibited area
