EVALUASI PELAPORAN BULANAN DI PUSKESMAS ADIMULYO KABUPATEN KEBUMEN

Latar Belakang : Sistem pencatatan dan pelaporan puskesmas merupakan instrumen vital dalam sistem kesehatan. Informasi tentang kesakitan, penggunaan pelayanan kesehatan di puskesmas, kematian, dan berbagai informasi kesehatan yang didapat dari hasil pencatatan dan pelaporan berguna untuk pengambilan keputusan dan pembuatan kebijakan oleh pihak terkait. Namun demikian dalam pelaksanaannya masih ditemui berbagai kendala yaitu pengolahan laporan di Puskesmas dilakukan secara manual dan pengumpulan data untuk pelaporan dari bidan desa ke puskesmas terlambat belum tepat waktu. Hal tersebut menyebabkan pelaporan dari Puskesmas Adimulyo Kabupaten Kebumen yang dilaporkan ke Dinas Kesehatan Kabupaten Kebumen menggunakan data yang seadanya dari bidan desa yang tidak terlambat mengumpulkan data pelaporan. Data pelaporan dari bidan desa yang terlambat dimasukan ke pelaporan bulan berikutnya, sehingga berpengaruh pada kualitas data dan pemanfaatan informasi yang disampaikan. Tujuan : Mengetahui faktor penghambat proses pelaporan bulanan di Puskesmas Adimulyo Kebupaten Kebumen. Metode : Penelitian ini menggunakan jenis penelitian deskriptif dengan pendekatan kualitatif dan rancangan penelitian cross sectional Hasil : Proses pelaporan bulanan di Puskesmas Adimulyo Kabupaten Kebumen dilakukan oleh masing-masing petugas penanggung jawab pelaporan di Puskesmas Adimulyo Kabupaten Kebumen. Dalam proses pengumpulan data ke Dinas Kesehatan Kabupaten Kebumen seringkali bermasalah data yang dihasilkan tidak sesuai dengan faktanya. Pengolahan data laporan bulanan di Puskesmas Adimulyo Kabupaten Kebumen dilakukan dengan cara manual dan komputerisasi. Data yang dihasilkan oleh petugas penanggung jawab pelaporan di Puskesmas Adimulyo Kabupaten Kebumen kurang akurat. Penyajian data laporan bulanan di Puskesmas Adimulyo Kabupaten Kebumen ke Dinas Kesehatan Kabupaten Kebumen dalam bentuk softcopy dan hardcopy dengan format yang telah diberikan oleh Dinas Kesehatan. Ada beberapa faktor yang menjadi penyebab diantaranya adalah faktor man yaitu adanya double job sehingga dilihat dari segi kualitas bermasalah. Faktor method belum terdapat SOP yang mengatur tentang pelaporan dan dari faktor machine yang digunakan untuk pembuatan laporan masih kurang untuk menunjang proses pengolahan laporan. Kesimpulan : Faktor penghambat dalam proses pelaporan bulanan di Puskesmas Adimulyo Kabupaten Kebumen adalah man (manusia), method (metode), dan machine (mesin). Background : Record and report system of Local Government Clinic (Puskesmas) is a vital instrument in health system. The information about diseases, the use of health care system, mortality, and many other health information obtained from the result of record and report is useful for making decision and wisdoms by the stakeholders. However, there are still many interruptions found out in the realization of the program such as report processing of the clinic that is done manually and data collection done by the local midwives for the Clinic that is often overdue. These cases cause the report addressed to Kebumen Regional Health Department from PuskesmasAdimulya, Kebumen Regency tends to use invalid data from the local midwives who submit the data punctually. The data of the report from the local midwives that are overdue is included into the next month report, so that it influences the data quality and the utilization of the information being delivered. Objective(s) : This research aims to find out the inhibitor factors of the process of the monthly health report of Adimulyo Health Clinic, Kebumen Regency. Methodology : This research is a descriptive research. It uses qualitative approach and Cross Sectional program. Findings : The monthly report of Adimulya Local Government Health Clinic Kebumen Regency is done by each staff in charge of the clinic. In the process of the data collection to Kebumen Regional Health Department, there are still many data which are not factual. The data processing for the monthly report of the clinic is done manually and is computerized. The result of the data analysis is not accurate and presented in the form of softcopy and hardcopy written in the format given by the Regional Health Department. There are some factors that are hypothesized to be the causes. The first factor is human resource factor in which some of the clinic staffs employ double job that lead to the low quality. The second factor is the educational backgrounds of the report staffs of the clinic who are in charge and the local midwives which are not competent. Meanwhile, for the methodology factor, there is not standard operating procedure that sets the report. The last, the technical/machine factor used as the guide for the report making still cannot support the data processing. Conclusion : The inhibitor factors of the monthly data report processing of Adimulyo Health Clinic, Kebumen Regency are man, method, and machine.
