PERANCANGAN DAN PRA-IMPLEMENTASI STANDAR PROSEDUR OPERASIONAL SISTEM INFORMASI HIV AIDS PUSKESMAS GONDOKUSUMAN 2 KOTA YOGYAKARTA

Latar Belakang: Kebijakan dan upaya penanggulangan yang dilakukan oleh Kementerian Kesehatan Republik Indonesia yaitu mengambil langkah - Langkah konkrit pengendalian penyebaran virus HIV dan penyakit AIDS dengan menyatukan seluruh data HIV AIDS & IMS melalui 1 sistem RR yaitu Sistem Informasi HIV AIDS yang disebut dengan istilah SIHA, SIHA telah diluncurkan (launcing) pada Desember 2012 yang lalu. Sehingga sudah dapat dipakai sebagai pencatatan dan pelaporan HIV AIDS & IMS yang resmi. Pada studi pendahuluan tanggal 15 maret 2016 di Puskesmas Gondokusuman 2 Kota Yogyakarta, perancang memperoleh informasi bahwa pembuatan laporan Sistem Informasi HIV AIDS masih menemui kendala dalam proses pembuatan laporan. Kendala tersebut yaitu keterlambatan proses pembuatan laporan SIHA yang mengakibatkan keterlambatan untuk dilaporkan pada dinas/kemenkes. Pentingnya Laporan SIHA digunakan untuk memonitor pengidap HIV AIDS dan sebagai data yang digunakan untuk mengambil keputusan dalam penanggulangan serta pengobatan pengidap HIV AIDS. Tujuan: tujuan dari perancangan ini adalah Membuat usulan perancangan Standar Prosedur Operasional (SPO) Sistem Informasi HIV AIDS (SIHA) di Puskesmas Gondokusuman 2 Kota Yogyakarta. Metode: Metode perancangan ini adalah identifikasi kebutuhan dengan cara melakukan wawancara terhadap petugas yang membuat laporan Sistem Informasi HIV AIDS (SIHA). Hasil: berdasarkan hasil observasi dan wawancara mengenai kebutuhan pengguna pada petugas yang membuat laporan system informasi HIV AIDS, maka dihasilkan suatu standar prosedur operasional tentang pembuatan laporan system informasi HIV AIDS (SIHA). Kesimpulan: Kegiatan pembuatan laporan Sistem informasi HIV AIDS di Puskesmas Gondokusuman 2 Kota Yogyakarta masih menemui kendala dalam pengiriman laporan ke Kemenkes. Pembuatan Standar prosedur operasional bertujuan agar proses kerja rutin terlaksana dengan efisien, efektif konsisten/seragam dan aman, dalam rangka meningkatkan mutu pelayanan melalui pemenuhan standar yang berlaku

Background: Policy and prevention efforts made by the ministry of health republic indonesia take measures real to control the spread of hiv virus and disease aids by uniting all data hiv and ims through one system ( rr ) , namely information systems hiv called the siha , siha been launched in december 2012 ago .So that it can be used as writing and reporting hiv and ims official .In the study introduction of 15 march 2016 at community gondokusuman 2 city Yogyakarta , designer obtain information that reports information systems hiv still have an obstacle in the reports .The obstacles is delays in the process of making siha report which led to delay to reported on the departments or ministry of health. The importance of report siha used to monitor people living with hiv aids and as the data used to make decisions in tackling as well as treatment people living with hiv aids. Objective : The purpose of this design is to make proposals design standard procedure ( operational spo ) information systems hiv ( siha ) at community gondokusuman 2 city Yogyakarta. Methods : The design is identification needs by conducting interviewing officer who make a report information systems hiv ( siha ). Results : Based on observations and interview of the need users in the report the system information hiv , and produced a standard operational procedure about reports information system hiv ( siha ) Conclusion : The reports information systems hiv aids in the city gondokusuman 2 Yogyakarta still have obstacles in the reports to the ministry of health.Making standard procedure aims to the operational rolling work done by efficient, effective consistent / uniform and safe, in order to improve the quality of service through the prevailing standards
