INTISARI Kota sebagai pusat pertumbuhan menimbulkan daya tarik yang tinggi terhadap perekonomian sehingga menjadi daerah tujuan untuk migrasi. Maraknya urbanisasi akan menyebabkan makin besarnya tingkat kebutuhan tempat tinggal. Fenomena ini merupakan fenomena urban sprawl yang mendorong tingginya penggunaan kendaraan pribadi sebagai alat transportasi. Permasalahan utama urbanisasi adalah di bidang transportasi yang berujung pada kemacetan, baik di dalam kota maupun ke arah luar kota. Konsep transit oriented development (TOD) telah terbukti sebagai konsep yang mengintegrasikan transportasi dengan guna lahan yang terbukti telah menjadi solusi untuk mengatasi permasalahan perkotaan, kesehatan dan lingkungan. Penelitian ini bertujuan untuk melihat keragaman bentuk penerapan sistem Bus Rapid Transit (BRT) sebagai pendukung konsep TOD dari kota Bogot�¡ dan Curitiba serta mengidentifikasi faktor yang mempengaruhi keragaman dari bentuk penerapan TOD. Penelitian ini dilakukan dengan menggunakan teknik content analysis dengan paradigma rasionalistik. Metode multiple case study dilakukan dengan menganalisis dua kasus yang memiliki kesamaan berupa pelaksanaan konsep transit oriented development (TOD) dengan memperbaiki alat transportasi massal berupa layanan bus rapid transit (BRT) dalam skala besar. Kota yang dipilih menjadi kasus adalah Kota Bogota dan Curitiba. Kota tersebut dipilih dengan pertimbangan bahwa sistem BRT di kedua kota tersebut dilaksanakan dalam skala besar. Skala pelaksanaan diukur dari luas area pelayanan, kepadatan di area transit dan fasilitas yang tersedia di dekat stasiun yang digunakan pada sistem dan jumlah penduduk pada area pelayanan sistem. Hasil penelitian menunjukan bahwa keragaman bentuk penerapan konsep transit oriented development (TOD) terjadi pada tingkatan konsep, strategi pelaksanaan, fitur desain, hingga manajemen operasional dan operasional di lapangan. Keragaman pada tiap tingkatan dipengaruhi oleh faktor-faktor yang berbeda. Faktor tersebut dapat disebabkan oleh bentuk penerapan dan kebijakan pelaksanaannya. Dari penelitian, diketahui bahwa faktor yang paling mempengaruhi dari keragaman bentuk penerapan konsep TOD adalah faktor kepemimpinan yang kuat dan kondisi kota.

ABSTRACT City as the center of growth attracts high concentration of economic activity, thus become the main destination for migration. Urbanization leads to a greater need of residential development. This phenomenon is called an urban sprawl, in which these conditions will encourage the use of private vehicles as the main transport mode. The main problem after urbanization is transportation that led to congestion, either in the city or towards outside of the city. The concept of Transit Oriented Development (TOD) has proven to be a concept that integrate transportation with surrounding land use. The development of the concept of transit oriented development (TOD) has proven to be the solution to overcome the urban problems, health and environment. This study aims to identify the diversity of the implementation of a bus rapid transit (BRT) to support TOD concept in Bogota and Curitiba. This study also aims to identify factors affecting this the afore mentioned diversity. This research uses content analysis method with rationalistic paradigm. This research uses multiple case study which is done by analyzing two objects that have the same implementation of TOD concept to improve transport condition by utilizing Bus Rapid Transit (BRT) services on a large scale. Cities chosen to be the case study are Bogota and Curitiba. These cities were chosen with consideration that the BRT system in both cities are implemented on a large scale. The scale measured by the service area, the density in the transit area and available facilities near the station that are used in the system and population live in the BRT service area. The results showed that the diversity of the application of the Transit Oriented Development (TOD) occurs at the level of concept, strategy implementation, design features, operational management and operations in the field. Diversity at each levels is influenced by different factors. The form of TOD implementation and policy (ies) are among these factors. From the research, it is found that the factors that the most influencing factor of the TOD diversity is the strong leadership and the city condition.
