Tugas akhir ini menganalisis tentang prosedur bagi mahasiswa Internasional non-degree yang akan belajar di Universitas Gadjah Mada. Hal ini dilatarbelakangi oleh seringnya permasalahan yang muncul terkait dengan prosedur keimigrasian yang dialami oleh mahasiswa internasional non-degree. Informasi diperoleh dari observasi secara langsung maupun tidak langsung di Kantor Urusan Internasional UGM. Selain itu, untuk menunjang hasil observasi, juga dilakukan wawancara dengan beberapa staff di Kantor Urusan Internasional UGM dan mahasiswa non-degree internasional. Tugas Akhir ini juga menggunakan penelitian pustaka untuk mendapatkan data dan informasi tentang bahan diskusi dan diambil dari beberapa buku, jurnal, dan internet. Data yang disajikan berupa data kualitatif yang telah dikumpulkan melalui pengamatan dengan bentuk deskripsi pada setiap tahapan prosedur. Dari pengamatan tersebut diperoleh hasil bahwa untuk bisa menjadi mahasiswa internasional non-degree di Universitas Gadjah Mada ada beberapa tahapan yang harus dilalui, tahapan tersebut meliputi : pra-kedatangan, kedatangan, dan kepulangan ke Negara asal. Pada setiap tahapan tersebut ada beberapa dokumen dari universitas maupun keimigrasian yang harus diproses. Akan tetapi, sering ada beberapa mahasiswa yang mengalami masalah dengan hal-hal yang berkaitan dengan keimigrasian. Pada kesimpulan, penulis dapat berpendapat bahwa peramasalahan yang kerap terjadi sebetulnya datang dari faktor human error. Pada awal semester, Kantor Urusan Internasional UGM telah menjelaskan hal-hal yang berkaitan dengan izin tinggal maupun izin belajar. Namun, yang terjadi adalah mahasiswa internasional lupa untuk mengurus perpanjangan izin tinggal ataupun dokumen lainnya yang berkaitan dengan universitas dan keimigrasian.

This paper analyzes the admission procedure of non-degree International students who will study at Universitas Gadjah Mada. This is motivated by the frequent problems that arise related to immigration procedure which were experienced by non-degree international students. The information was obtained from direct and indirect observation in the Office of International Affairs UGM. On the other hand, the writer also did a personal interview to several fellow staffs to support the result of observation and some non-degree international students as well. This final paper also used library research to obtain data and information on the subject of discussion which was taken from several books, journals, and internet. The data presented is in the form of qualitative data that have been collected through observation with a description at each step of the procedure. The study showed that to be a non-degree international student at the Universitas Gadjah Mada, there are several steps that must be passed, those include: pre-arrival, arrival, and departure to the origin country. At each of these steps there are some documents from the university and the immigration that must be processed. However, there are often some students who are having problems with the matters relating to the immigration documents. In conclusion, the writer can find that the problems which often happen actually came from human error factor. At the beginning of the semester, the Office of International Affairs UGM has clarified the matters relating to the residence permit or study permit. However, they still forgot to take care of the study permit extension or other document relating to the university and immigration.
