Tujuan dari penelitian ini adalah untuk menganalisis pengaruh jumlah anggaran, system penganggaran dan perilaku status quo terhadap keterlambatan penyaluran Dana BOS di Kota Bekasi, Provinsi Jawa Barat. Dari pengambilan data melalui kuisioner pada sampel pengelola dan BOS dan kepala sekolah dianalisis melalui regresi ordered probit. Berdasarkan analisis regresi ordered probit didapatkan persamaan PB = 0,0141 PB – 0,0801 SP + 0,6278 SQ + €i. Hasil Uji menunjukkan bahwa ketiga variabel bebas yaitu jumlah anggaran, sistem penganggaran dan perilaku status quo secara signifikan mempengaruhi keterlambatan penyaluran dana BOS, dan menunjukkan bahwa ketiga variabel bebas tersebut secara parsial masing-masing berpengaruh terhadap keterlambatan penyaluran dana BOS. R2 sebesar 0,5252 artinya 52,52 persen variasi dari dependen variabel dapat dijelaskan oleh model, sisanya 47,48 persen dapat dijelaskan di luar model, sehingga dapat disimpulkan bahwa terlambat atau kurang lancarnya penyaluran dana BOS ke sekolah sangat dipengaruhi oleh jumlah anggaran, sistem penganggaran dan perilaku status quo.

The purpose of this study is to analyze the influence of the amount of the budget, budgeting system and the behavior of the status quo on the delay in disbursement of BOS Funds in Bekasi, West Java Province. From the collection of sample data through questionnaires on the management and BOS will be analyzed using regression ordered probit. Based on regression analysis obtained the equation PB = 0,0141 PB – 0,0801 SP + 0,6278 SQ + €i. Statistic test results showed that the three independent variables namely the amount of the budget, budgeting system and the behavior of the status quo significantly affect the delay distribution of BOS funds, and the three independent variables partially influence the delay of BOS funds. R2 is 0,5252 means that 52,52 persen of the variation of the dependent variable can be explained by models, and the remaining 47,48 persen can be explained outside the model, so it can be concluded that the delays of transfer money to the school BOS significantly influenced by the amount of the budget, budgeting system, and the behavior of the status quo.
