Assessment of pedestrians crossing safety and delays :: A case study in Simpang Lima Semarang

Even though using roads is the rights for all road users, including pedestrian, in many cases, pedestrians’ needs in a traffic environment are often being ignored compared to any other road users’ needs. Pedestrians’ facilities often get less attention, both from the related stakeholders and the road users themselves, in traffic environment. This is noted as one of the possible reasons that discourage people from walking, particularly in developing countries. This research is aimed at identifying and analysing pedestrians’ problems and needs within specific commercial areas in Jalan Ahmad Yani and Jalan K.H. Ahmad Dahlan, two among five approaches of Simpang Lima roundabout in Semarang as well as reviewing the available pedestrians’ facilities, particularly the crossings, within the above mentioned areas in terms of safety and delays. Field observation, involving visual observation, speed measurement, traffic conflict study, traffic counting, behaviour study, and interview, are applied in this research to collect the needed data. The collected data are subsequently compiled and analyzed by using MS Excel and SPSS 16.0. CD Base program is used for analysing traffic conflict study only. From the study results, data analysis and discussion, it can be drawn out that a large number of pedestrians still feel unsafe when crossing at both sites (60% at Jalan Ahmad Yani and 64% at Jalan K.H. Ahmad Dahlan), with 68% pedestrians at Jalan Ahmad Yani and 65% pedestrians at Jalan K.H. Ahmad Dahlan think that other road users give no priority for them when crossing. Problems concerning pedestrians’ safety and accessibility are found at both pedestrian’s crossings at Jalan Ahmad Yani and Jalan K.H. Ahmad Dahlan. These problems are illustrated by (1) number of serious traffic conflicts occurred at both of the sites, with mostly occurred at the available pedestrian’s crossing, involving pedestrians with other road users (drivers, motorists, and cyclists), i.e. 81% at Jalan Ahmad Yani and 92% at Jalan K.H. Ahmad Dahlan; (2) delay experienced by most pedestrians at both of the sites due to the traffic, i.e. 96% at Jalan Ahmad Yani and 68% at Jalan K.H. Ahmad Dahlan; and (3) number of the drivers at both sites exceed the safe speed limit for pedestrians of 30 km/h (60% at Jalan Ahmad Yani and 9% at Jalan K.H. Ahmad Dahlan). Those problems are mainly caused by reckless and ignorant behaviours of the road users and inadequacy of the available pedestrian’s facilities at both sites.
