Tujuan penelitian ini adalah untuk mengetahui prosesn implementasi kebijakan KUT di Kabupaten Indragiri Hilir dan faktor-faktor penyebab keberhasilan atau kegagalannya dengan menggunakan metodologi deskriptif kuantitatif dengan cara menganalisa secara intensif dan mendetail untuk mengungkap secara faktual kejadian yang sebenarnya. Kebijakan KUT dimaksudkan dapat meningkatkan produktivitas dan kualitas pertanian serta meningkatkan kesejahteraan atau tarap hidup petani melalui sektor pertanian dengan subsidi modal dengan suku bunga yang rendah oleh pemerintah. Dalam implementasi KUT di Kabupaten Indragiri Hilir benyak ditemukan penyimpangan oleh oknum-oknum implementors mulai dari tingkat atas sampai kepada petani pengguna dana KUT, sehingga dana KUT sebagian besar disalahgunakan untuk keperluan lain di luar usaha pertanian sehingga program KUT tidak mencapai sasaran yang sebenarnya dan terjadi tunggakan yang sangat besar. Faktor-faktor yang menyebabkan tunggakan KUT di Kabupaten Indragiri Hilir ini antara lain: 1. Faktor Isi dan tujuan kebijakan, yakni petunjuk teknis KUT yang masih belum lengkap mengatur sehingga program KUT dapat diimplentasikan dengan baik, seperti dana operasional untuk uji petik dan tujuan kebijakan sangat tergesa-gesa untuk mencapai target dan terkesan dipolitisir oleh kepentingan Pusat. 2. Sebagian implementors tidak patuh terhadap juknis yang ada dan tidak juga tanggap terhadap kemungkinan yang akan terjadi. 3. Faktor lingkungan sosial budaya dan sosial ekonomi dan sosial politik masyarakat saat itu yang turut mempengaruhi kegagagalan program KUT. Dari uraian di atas menjelaskan bahwa program KUT di Kabupaten Indragiri Hilir belum mencapai sasaran sebagaimana yang diharapkan karena disalahgunakan dan terjadi tunggakan yang sangat banyak.

The aim of this study is to know the process of KUT policy implementation in Indragiri Hilir Regency and the failure cause factors by using the qualitative descriptive methodology by analyzing in detail and intensively to reveal the true events. Aimed KUT policy can improve the agriculture productivity and quality; also can improve the farmer’s welfare or life level through the agriculture sector by subsidizing the capital with the low interest by the government. In the implementation of KUT in Indragiri Hilir Regency, three are many divergences which can be found by implementor people from the high level to the farmer which uses KUT fund, so most of KUT fund is misused to other need out of the agriculture business, so KUT program does not achieve the real target and occurs a large debt. Factor which cause KUT debt in Indragiri Hilir Regency, namely: 1. Content and policy purpose factor, it is a KUT technical guide which has not still completed in organizing so KUT program can be implemented well, for example: the operational fund to harvest test and the policy purpose is very hurry to achieve the target and is impressed be politized by center interest. 2. Most of the implementers do not obligate to the existing of the technical guide and they are not sensitive to the possibility which will occur. 3. Environment factor of the cultural social and economy social and society political social at that time, it can also influence the failure of KUT program. From the explanation above, it explains that KUT program in Indragiri Hilir Regency has not achieve the target like which is hoped because it is misused and occurs a large debt.
