Penelitian ini berusaha mengkaji representasi situasi sosial DKI Jakarta dalam pidato Anies Baswedan (AB) pada pelantikan Gubernur dan Wakil Gubernur DKI Jakarta periode 2017-2022. Tujuan dari penelitian ini adalah untuk mengungkapkan serta menjelaskan ideologi AB yang tercermin dalam pidato tersebut. Penggunaan bahasa AB, terutama mengenai penggunaan istilah pribumi dalam pidatonya yang menimbulkan berbagai persepsi menjadi fokus dalam penelitian ini. Hal ini telah menjadi sorotan masyarakat karena sifat dari istilah tersebut yang dapat menimbulkan permasalahan SARA terhadap etnis-etnis tertentu di Indonesia. Oleh sebab itu, pidato AB tidak terlepas dari ideologi yang tersirat dalam penyampaiannya. Penelitian ini menggunakan metode deskriptif-kualitatif dengan pendekatan Systemic Functional Linguistics (SFL) dalam kerangka Analisis Wacana Kritis (AWK). Analisis dalam penelitian ini berfokus pada penggunaan kata-kata AB yang memiliki tendesi tentang sorotannya terhadap situasi sosial di DKI Jakarta. Teks pidato AB diperoleh dari laman resmi Pemerintah Provinsi DKI Jakarta (http://www.jakarta.go.id) dengan mengambil seluruh isi pidato. Teori metafungsi bahasa digunakan sebagai pisau analisis dalam level analisis tekstual untuk mengidentifikasi representasi situasi sosial DKI Jakarta, yaitu pilihan kata, transitivitas, sistem appraisal, dan gaya bahasa. Sedangkan analisis praktik wacana menggunakan analisis interdiskursivitas dan intertekstualitas untuk melihat hubungan antara teks AB dengan teks atau wacana lain. Praktik sosiokultural digunakan untuk mengungkap ideologi berdasarkan hasil analisis-analisis tersebut dengan mengaitkan konteks situasional, konteks institusional, dan konteks sosial. Hasil dari penelitian ini menunjukkan bahwa situasi sosial DKI Jakarta dalam pidato AB direpresentasikan berdasarkan peristiwa historis. Pidato AB juga mencerminkan ideologi tertentu, yaitu adanya kritik dan evaluasi AB terhadap masalah persatuan, kemerdekaan, keadilan, dan kesejahteraan warga DKI Jakarta. Berdasarkan ketiga dimensi analisis pada teks pidato AB, hasil dari penelitian ini menunjukkan bahwa sifat pidato AB terlihat seperti pidato politik, bukan pidato pelantikan kepala daerah karena dari segi wacana yang disampaikan, terdapat banyak tendensi yang mengarah pada permasalahan yang lebih luas dari visi-misinya untuk memulai pemerintahan selama lima tahun ke depan. Selain itu, di satu sisi pidato AB juga menunjukkan adanya upaya AB yang bersikap pro-rakyat dalam menyikapi masalah ketuhanan, kemanusian, persatuan, musyawarah dan keadilan yang diharapkan bisa lebih baik bagi masyarakat. Di sisi lain, pidato AB tidak diimbangi dengan penggunaan istilah yang lebih netral, yaitu tidak mengandung tendensi kepada pihak-pihak tertentu yang bersifat sensitif bagi masyarakat.

The present study attempts to find out the representation of social situation of DKI Jakarta in Anies Baswedan (AB) speech at the inauguration of Governor and Vice Governor of DKI Jakarta period 2017-2022. The purpose of this study is to reveal and to explain the AB ideology that is reflected in the speech. The use of the AB language, especially regarding the use of the term 'indigenous' in his speech which led to various perceptions became the focus of this research. This has become the public spotlight because of the nature of the term which can lead to SARA problems against certain ethnic groups in Indonesia. Therefore, AB's speech cannot be separated from the ideology hidden in the speech. It used qualitative-descriptive method with Systemic Functional Linguistics (SFL) approach in analytical scope of Critical Discourse Analysis (CDA). The analysis focused on the use of AB's words that had tendencies about the spotlight on the social situation in DKI Jakarta. The text of the AB speech was obtained from the official website of the Provincial Government of DKI Jakarta (http://www.jakarta.go.id) by taking the entire speech. The metaphysical theory of language is used as an analytical tool in the level of textual analysis to identify the representation of social situation of DKI Jakarta, i.e. word choice, transitivity, appraisal system, and language style. Meanwhile, the discourse practice analysis was carried out by using interdiscursive and intertextual analysis to see the relationship between AB text with text or other discourse. Socio-cultural practices were used to reveal ideology based on the results of these analyzes by linking situational context, institutional context, and social context. The results of this study indicate that the social situation of DKI Jakarta in AB's speech is represented according to historical events. It also reflects the existence of certain ideology, that is AB's criticism and evaluation on the issue of unity, freedom, justice and prosperity of the Jakarta people. Based on the three dimensions of analysis in the text of AB's speech, this study shows that the nature of the speech AB looks like a political speech, not the speech of the inauguration of the governor because in terms of the discourse presented, there are many tendencies that lead to the wider problem of his visions for start the government for the next five years. In addition, it also shows AB's pro-people efforts to address the problems of God, humanity, unity, deliberation and justice that are expected to be better for the community. On the other hand, the speech is not balanced with the more neutral term which does not contain tendencies to certain parties that triggers sensitive issues among community members.
